Description

The item to procure is the Back Up Iron Sight (BUIS) Assembly 1005-01-484-8000, Part Number 12996812, and six spare components of the BUIS. These items will be used on the M16 Rifle and M4/M4A1 Carbine. The BUIS has close tolerance machined parts m ade from low alloy steel ejection molding process and 1018/4830 steel. Manganese phosphate finish coating applied and carburized to .003-.006 holding hardness RC 45 to 60. Solicitation is issued as a 100% Small Business Set-Aside, and will result in an a ward of a 5-year Indefinite Delivery Indefinite Quantity contract. The guarantee minimum quantity is 6,000 each BUIS. FOB is Destination. Estimated issue date is 10 Nov 2004. The response date of 13 Jan 2005 is only an estimate. A license agreement be tween Colt's Manufacturing Company, Inc. and the Government requires the items procured to be manufactured in the US and its territories. The technical data package (TDP) for this solicitation and any resulting contract includes documents that are proprie tary to Colt's Manufacturing Company, Inc. Disclosure and use of the TDP are restricted by the Non-Disclosure and Non-Use Agreement that the offeror has executed prior to receipt of the TDP. The successful offeror under this solicitation agrees to manufa cture the items, being procured under this contract, within the US and its territories. A TDP will not be provided as part of the solicitation. To obtain a copy of the TDP, a prospective offeror must sign a non-disclosure agreement, which will be an atta chment to the solicitation posted on the web after the solicitation has issued. After signature, the non-disclosure agreement should be faxed to (309) 782-3813, ATTN: Teresa Stottlemyre. After receipt of the Non-disclosure agreement a copy of the TDP wil l be mailed by regular mail. This solicitation will be issued electronically in accordance with FAR 4.502 and 5.102, therefore, hardcopies will not be provided. Vendors wishing an electronic copy may download it on or after the issue date by accessing th e following address via the internet: https://aais.ria.army.mil/aais/SOLINFO/index.htm. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders mailing list. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to the m prior to the date and time set for bid opening/receipt of proposals may render your bid or proposal nonresponsive and result in the rejection of same.
