- Description
- This is a Market Research, Sources Sought synopsis seeking potential 8 (a) firms who are also HubZone or Service Disabled Veteran-Owned offerors capable of providing NIST with (1) recruitment of scientific and technical resources and (2) full-time program management services to support the National Institute of Standards & Technology (NIST) Laboratories and program requirements. The scope of these requirements can range from basic scientific requirements to complex scientific requirements. The prospective 8(a) firm shall have experience recruiting, hiring, and managing scientific and technical staff in the following areas to support the NIST Laboratories and programs; a) Recruit scientific, engineering and technical support from either government identified candidates or an established pool of qualified candidates. b) Screen candidates to match qualifications, experience, citizenship status, and availability with the specific tasks to be performed. c) Comply with small business requirements and maintain records to ensure Contractor performance of a minimum of 51% of the total work performed d) Provide full-time project management & administration ? inclusive of issue resolution, schedule management, resources management and budget management. e) Comply with appropriate security processing requirements for contractors/subcontractors to coordinate the logistics of obtaining NIST access badges to perform work on-site. f) Provide an automated monthly status and tracking mechanism for all task orders during both the pre-award and post-award stages. Pre-award tracking should include current recruitment actions and status. Post-award status should address compliance with PWS, performance period, schedule of deliverables, payment status, and issue management. g) Serve as the Point of Contact/Coordinator for any issues and resolutions with NIST contracts and technical staff. h) Establish performance measures and a Quality Control Plan *****Interested parties shall provide the Government with information as follows: (1) Name of Company-include a contact person?s name, telephone number and email address; (2) Company Address; (3) Company Type ( such as 8(a), HubZone, Service Disabled Veteran-Owned); (4) Identify whether you are interested in this acquisition as a prime contractor or a subcontractor; (5) Address whether the services identified in the requirement described above are of a type offered and sold competitively in the commercial marketplace based on market prices and whether these services are exclusively provided to the Government; (6) Identify standard commercial terms and conditions typically associated with these services; (7) Describe experience and past performance with similar types of requirements of similar scope and magnitude and whether they were performed performance-based,-include the contract number, Government agency name and address and contract funded amount; (8) Identify existing or potential pricing structure for scientific & technical labor categories in support of this type of work (9) Identify qualifications of technical and management personnel.******* THIS SYNOPSIS IS FOR INFORMATION PLANNING PURPOSES ONLY AND IS NOT A COMMITMENT BY THE GOVERNMENT.
