- CANCEL THE REQUIREMENT IS NO LONGER REQUIRED This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number, H92244-05-Q-0005 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-25 effective 05 October 2004. This procurement is restricted to small business set aside. All responses from responsible sources will be fully considered. This procurement has a DPAS rating of DO. NAIC Code 611110 size standards 500 employees or under. This synopsis/solicitation is for COMMERCIAL ITEMS. Clin 0001, Advanced Maritime Operations Course for the period 29 November 2004 through 10 December 2004. Course Description: Merchant Vessel Documentation, Ship Handling Oerations Training to include, pier handling, anchoring, navigation, radio communications, rules of the road, utilizing a bridge simulator, each student will have hands on training. Marine Engineering Systems, on live steam plants and diesel engines, each student will have hands on training on all systems. Vessel stability and trim analysis. Training vessel underway practical and assessment, utilizing a vessel 80?-90? and 85-100 tons. Each student will have a minimum of three hours on each of the following, helm, radar, navigation system, deck and engineering. There will be three personnel attending this course. Clin 0002, Basic Maritime Operations Course for the period 8 through 19 November 2004. Course Description: USCG Approved lifeboatman training and certification. Commercial vessel familiarization, to include engineering/hull, radar radios, tenders, anchoring operations, davits, winches, capstans, on vessels with unlimited tonnage, and all systems will be operational. Each student will have hans on training on all systems. Unified command and control. Situational awareness and management to include bridge resource management, bridge operations. Training vessel underway practical. On a vessel of 80?-90? and between 85-100 tons. Each student will have a minimum of three hours on each of the following, helm, radar, navigation system, deck and engineering. There will be six personnel attending this course. FAR 52.232-33, Payment by Electronic Funds transfer Central Contractor Registration (Oct 2003). FAR 52.249-4, Termination for Convenience of the Government Services (Short Form) (Apr 1984) . Signed and dated quotes referencing the RFQ number H92244-05-Q-0005, must be submitted, no later than 4:30 p.m. 2 November 2004 to Thelma Escobar, NSWDG, 1636 Regulus Ave, Bldg 313, Virginia Beach, VA 23461-2299. The quotes must provide sufficient detail on the proposed item to allow the government to make a determination.
