- NA This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce Online (NECO) site located at http://www.neco.navy.mil. While it is understood the FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The following is a synopsis for commercial items prepared in accordance with Simplified Acquisition Procedures, and supplemental information included in this notice. The quotation number is N00178-05-Q-1013 and is a request for quotation. This announcement constitutes the only quotation being issued. A written quotation will not be issued. All interested parties shall indicate their interest and capability with their fax quote at (540) 653-7088 and shall be considered by Naval Surface Warfare Center, Dahlg! ren Division (NSWCDD), 17320 Dahlgren Road, Dahlgren VA 22448-5100. All offerors must be advised that they must be active in the Central Contractor Registration database at http://www.ccr.gov before award can be made. The Dahlgren Division is building test fixtures to allow testing of missiles and missile launching canisters for near miss shock. A large pendulum hammer will impact the fixtures and impart motions similar to the motion of the canister when stored in a Naval ship when an explosion occurs in the water. The hammer and its supporting frame are in place and being used to conduct various experiments. Modifications to the existing frame and load transfer system are also a part of this solicitation. Competitive pricing is sought for the following: The Government intends to procure, on a small business set-aside basis, the following items: Item 1: Carriage, including wheels and axles Item 2: Cradle, match drilled to receive and align clocking discs Item 3: Simula! ted ship deck Item 4: Simulated missile launcher plenum Item 5: Clocking discs Item 6: Dog-down box Item (due to the complexity of this item, NSWCDD will extend the date of delivery to no later than 31 May 2005) 7: Transfer beam assembly Item 8: Transfer beam force reversal springs Item 9: Shock Dampers (4) Item 10: Tracks (channels) for carriage way Item 11: Shop assembly track fixture Item 12: Shop final assembly and fitting of cradle to carriage, including shims as needed, and testing of obliquity adjustability and clocking mechanism. An inert, empty, missile canister will be provided by the government. Item 13: Assembly of transfer beam assembly into existing machine Item 14: Transport and final assembly at test site, including match drilling of carriage beam to receive transfer beams, any necessary shims, and final adjustment of wheel heights and alignment with tracks Item 15: Welding support during calibration test phase, consisting of two certified welders, port! able welding equipment and shop support. The period of availability for on demand services with 24 hour notice will be six weeks with and expected amount of labor of 4 man-weeks during this period. The expected shop labor will also be 4 man-weeks during this period. Item 16: Upon receipt of materials, prepare tensile test specimens from each sheet and provide them to the government for testing. Number and label each sheet as to material type and thickness. Item 17: Upon receipt of material prepare weld specimens using designated welding method and material, in each welding position, label, and furnish to the government for testing. Offerors can bid on items 3, 4, 5, 9, 17 (for these parts only) as a package. Offerors can bid on item 6 and 17 (for this part only) as a package. Offerors can bid on items 1, 2, 7, 8, 10, 11, 12, 13, 14, 15, 16, and 17 (for these parts only) as a package. Offerors can bid on all 17 items as a package. The following salient characteristic! s apply: (1) Each item will be prepared for painting by grinding smooth, wire brushing down to bare metal, and solvent cleaning. Welds will be ground and wire brushed to remove all slag. The materials will be primed and painted with two coats of corrosion inhibiting paint, following manufacturers directions and complying with temperature requirements and drying periods. The paint type and color has to be approved by the government. (2) A government representative will be present for sampling the plate stock as it is received and preparing the weld specimens. A government representative will be present for inspection of the welds at each stage of construction of each item. Welding standards such as MIL-1689 and American Welding Society will followed. (3) The design may change while manufacturing is in process. The manufacturer must state his change acceptance process and how he will compute additional charges and schedule variations resulting should changes occur. The ! North American Industry Classification System (NAICS) code is 331221 with a size standard of 1000 employees. The contract shall be a firm fixed price order. Delivery shall be made within 45 days of award to Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Dahlgren, Virginia, 22448. FOB Destination Shall apply. Offer is due 10 November 2004 no later than 2 p.m. (local NSWCDD time).
