- The U.S. Army Engineering and Support Center, Huntsville, will be issuing a Request for Quotation on or about October 29, 2004, for the impending procurement of the Leadership for Learning Seminar. Multiple sessions of this seminar will be conducted at various locations within the Continental United States, at various times throughout Fiscal Year 2005. The first session is scheduled to take place on January 10-13, 2005 in Phoenix, Arizona. An award for one base year and two option years is anticip ated. Length of seminar is 32 hours, with approximately 28 students per session. Contractor requirements are to revise and update existing course materials and present this seminar at the designated locations. Contractor shall provide all services, pers onnel, materials except those provided by the Government, Audio Visual aids, travel and lodging for contractor personnel. The Government shall provide classroom space, government forms and all training equipment and materials. The course explains the impo rtance of selecting and developing the effective leadership that is required today by the challenges, strategic direction, values and vision of the Corps of Engineers. It will focus on understanding the interrelationships between context, logic, character , knowledge, skills, organizational learning, effectiveness and innovation. Course topics include the Changed Context for the Corps of Engineers, the Learning Organization, Leadership vs. Management, System Thinking, Empowerment, Strategic Leadership, Tal ents and Strengths, Aligning All Parts of the Corps Culture, Leadership Tools, Operational Leadership, 7 Ss of Culture, Personality Types, The Five Dimensions of Corps Leadership, The Corps Ideal Future, Bureaucratic vs. Interactive Organization, Interacti ve Planning, Being a Leader Who Creates Organizational Learning, Expert vs. Self-Developer Social Characters, Be-Know-Do-Learn, Resistance to Change, and Motivation. The purpose of this course is to develop shared understanding of: Today's context - The challenges the Corps organizations are facing today; Logic of transformation - A learning culture that adapts to this changing environment; Roles of leaders and managers; strategic and operational leadership; Your personal talents and strengths as they ap ply to leadership; Be, Know, Do, Learn learning process; How leaders understand the Context they operate in, the Logic necessary for success, and the Process for leading organizational change. A team of two instructors are required for each session. Two teams are required. Each team shall consist of a principal and assistant instructor. Specific requirements and evaluation criteria shall be identified in the pending RFQ. However, generally, the instructors shall have teaching experience that is acquire d through a work-related setting, with an audience of working adults representing multiple generations, multiple learning styles and a diversity of engineering, scientific and other technical disciplines. Teaching experience gained through an academic set ting is not acceptable. Teaching experience shall be in the topics shown above. Instructors shall demonstrate Theoretical and working knowledge and applied experience in organizational dynamics, strategic thinking, organizational development, learning organizations, and culture change. Theoretical and working knowledge of the learning organization sufficient to help students integrate the USACE Learning Organization Doctrine into their daily work setting is required. One instructor from each team shal l be certified or have equivalent experience in administering and interpreting personality instruments. The Government shall provide classroom space, government forms, and all training equipment and materials. All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the Agency.
