- Market Survey/Sources Sought: THIS IS NOT A SOLICITATION. If a solicitation would result it would be synopsized in FEDBIZOPS and would be the offeror's responsibility to monitor the site for release of any future synopsis or solicitation. Requests f or a solicitation will not receive a response. No contract will be awarded as a result of this survey. The US Army Program Manager, Night Vision/Reconnaissance, Surveillance and Target Acquisition (PM NV/RSTA) through the US Army Space and Missile Defense Command is conducting a Market Survey to identify potential sources to provide engineering development and production of a weapons-fire detection system for tactical forces. The actual design, build, and test of a complete weapons-fire location, classifica tion and targeting system is NOT included in this request. Sources will be required to provide evidence, as listed below, that they have the capability to design, produce and test a system with the following characteristics: While stationary and while movi ng, must be able to detect and classify (as small arms, large bore [e.g., 50 Cal], RPG, mortar or MANPAD) weapons firing in line-of-sight of the sensor at the maximum effective range of each weapon type. The system further must determine the precise, targe ting-quality location of the weapons-fire event and display an icon depicting the classification/location on a local display, as well as format a standard message (USMTF and VMF) which can be forwarded through Army tactical communications to either a tacti cal operations center or to another similarly equipped unit in the local area. The current Army development effort is embodied in the Overwatch Advanced Concept Technology Demonstration. The ACTD technical solution to the above problem is not required for this solicitation. Please notify the Government if the product being offered is (or is partially) a commercially available or a non-developmental item. Any interested parties for this development and production effort must submit clear and concise informat ion that will show a superior understanding of fundamental and applied research in the physics of their proposed approach, structural design for producibility, and electronics miniaturization. Interested firms should submit literature/brochures not exceedi ng thirty (30) pages describing their technical capabilities, item design details and operational characteristics, production capacity (monthly sustainable production rate, maximum production rate, and time frame for first and subsequent deliveries), locat ion of manufacturing facilities, and unit production costs. Responses should include the interested source company name, complete address, CAGE Code, and a technical point of contact with phone number and email address. In addition, responses should indica te the interested sources business size status and small businesses should indicate whether they are small-disadvantaged, woman-owned, HUBZone, and/or service-disabled veteran owned. Sources should indicate whether they are U.S. or foreign owned. Any info rmation submitted by respondents to this survey is strictly voluntary. The Government will not pay for any information submitted in response to this sources sought survey. All proprietary information should be marked as such. Sources having the interest or capability to develop or provide this device are invited to provide information regarding the company to kaye.blankenship@smdc.army.mil.
