Description
NAICS Code: 813920 The U.S. EPA intends to negotiate on a sole source basis with Research Triangle Institute (RTI) for a peer review of the online version of the Municipal Solid Waste Decision Support Tool (MSW-DST) under the authority of FAR Part 6.302-1. The contractor shall update the existing Quality Assurance Project Plan developed under the cooperative agreement, provide instructions, case data/assumptions, and questionnaire for peer reviewers. The contractor shall conduct the peer review, provide a compilation and summary of comments with recommended changes. The contractor shall implement the EPA approved changes to the online version of the MSW-DST. The U.S. EPA believes that Research Triangle Institute is uniquely qualified to meet this requirement as it developed the MSW-DST through cooperative agreement (CR 823592) and maintains intellectual property rights. THIS NOTICE IS NOT A REQUEST FOR QUOTATION. However, any firm believing itself capable of providing the required peer review may submit technical documentation to establish its assertion. Such documentation must be submitted to the POC within 15 days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses received will normally be considered solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
