Any prospective Offeror interested in proposing for this solicitation may view and/or downlo ad this solicitation and all amendments from the Internet site http://ebs.sas.usace.army.mil/ after solicitation issuance. Description of work: The project involves construction of a standard-design rotary wing aircraft maintenance hangar with aircraft access apron. The hangar will include space for unit mission planning, flight operations, maintenance shops and administrativ e space. Project also includes a 5-ton bridge crane, pile foundation, fire suppression system and information systems. Installation of an intrusion detection system (IDS). Anti-terrorism/force protection (AT/FP) measures include facility electronic secu rity and additional exterior lighting. Supporting facilities include utilities, electric service, illumination, access road, potable water, sanitary and storm sewers, fire protection and alarm systems, sprinkler system, transformer station, security fenci ng, information systems and site improvements. Access for persons with disabilities will be provided on the first floor only. Demolition of one building (170,966 sq. ft.). Heat and 80-ton A/C will be provided by a self-contained system. Provide mechani cal ventilation in bay areas. The contract issued will be Firm Fixed Price. The contract will be solicited and procured using a Performance Price Trade-Off (PPT) Request for Proposals (RFP) in accordance with FAR Part 15.101-1. Offerors are required to submit a price and technical prop osal. Award will be made to an Offeror whose technical submittal and price proposal contain the combination of the criteria requested that offer the best value to the Government. The technical proposal will be evaluated using the following factors: Factor 1: Construction - Past Performance 2: Construction Relevant Specialized Experience. Examples of Relevant Specialized Experience are construction and/or renovations of multi-bay aircraft hangars. Factor 3: Construction Duration. Factor 4: Management Effectiveness. The magnitude of construction is between $10 and $25 million. This solicitation will be issued in electronic format only and will be available on or about 29 October 2004 on the Internet at http://ebs.sas.usace.army.mil. Proposals will be du e on or about 30 November 2004. Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided. It is the Offerors responsibility to check the Internet address provided as necessary for any posted changes to this solicitation and all amendments.
