Description
This sources sought is a request for information prior to drafting and releasing any resultant solicitation. The information contained in this sources sought notification is based on the best and most current information available to date, is subject to change and is not binding on the Government. Any significant changes will be provided in subsequent synopsis, if required. The Defense Security Cooperation Agency (DSCA) is seeking potential sources capable of providing the service of planning, developing, implementing and maintaining the vital first stage of the Credit Reform project hosted by DSCA. The government is looking for a contractor capable of supporting the current system, working with DSCA to determine current and future requirements, risks, changes and maintaining/upgrading this system. The current contractor has worked with the DSCA/SARM office to develop software tools that has enabled the SARM staff to follow the requirements of the Federal Credit Reform Act (FCRA). Due to OMB rules DSCA is required to develop budgetary reports for Future Fiscal Years and to increase reporting requirements. Due to OMB ongoing requirements, we may need Credit Reform support for the next five (5) fiscal years. If you are interested in competing for this requirement, please indicate your interest by sending an e-mail no later than 18 October 2004 10:00 A.M. EDT to Ms. Toye Y. Use of any other subject line may delay your entry. All valid e-mail responses from prospective sources must provide the return e-mail address, company name, mailing address, telephone number, facsimile number, and point of contact within the body of their response. In addition, to assist in the acquisition strategy development, please respond to the following questions: 1) Is your business a large business or small business [Small Disadvantaged, Woman-Owned, Service Disabled Veteran Owned, etc.]? (For the purpose of determining your business size, the North American Industry Classification System (NAICS), 541513 with a size standard of $21.0 M average annual receipts over the past three years, will be utilized for this acquisition). 2) Provide a list of customers (Government/non-Government) within the past 5-year highlighting similar work performed. Include contract numbers, contract type, dollar value of each procurement, and point of contact/addresses/and phone numbers and brief description of the work performed. 3) Provide information relative to past performance that demonstrates the ability to provide ALL capabilities noted below that includes, but is not limited to: a) Review of Testing Plans b) Consultancy Reporting c) Revised Modeling d) Monthly Status Reporting e) Examination of Cash Flows f) Examination of the Subsidy Rate Re-Estimates g) Instructional Manual for Using DSCA Cash Flow Model Guide h) Maintenance and updates to maintain projects i) Change of Modeling to New Software j) Processing new requirements by OMB, DSCA, Treasury or the IG k) Transition of Contractor Developed Software 4) Other Pertinent Information: E-mail responses without the aforementioned information will not be recognized as valid. ALL PROSPECTIVE OFFERORS MUST RESPOND TO THIS SYNOPSIS VIA E-MAIL. TELEPHONE REQUESTS FOR SOLICITATIONS WILL NOT BE ACCEPTED OR RETURNED. Submit responses no later than 18 October 2004 10:00 A.M. EDT. Your response is limited to 10 pages. NO SOLICITATION EXISTS AT THIS TIME. The government reserves the right to conduct oral capabilities demonstrations that will be scheduled at a later date. This is not a commitment on the part of the Government to award a contract as a result of this notice or to pay for any information received.
