- FISC Norfolk Detachment Philadelphia intends to procure Phone Switch Circuit Cards, Phone Sets, and Fax Machines and Supplies for the United States Joint Forces Command. Request for Quotation (RFQ) N00140-04-Q-4362 contemplates a firm fixed price contract. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 13.5, Test Program for Certain Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. This is a 100% Total Small Business Set-Aside. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions, which may be accessed in full text at these addresses: www.arnet.gov/far and www.dtic.mil/dfars. The Specifications are as follows: CLINs 0001 ? CLINs 0006 must be the specified AVAYA products. CLIN 0008 ? Front-Office Style Multi-Function Set with Caller-ID Display Digital Speakerphones must be compatible with an Avaya Definity EPM Switch and must support the following features: Caller ID, flash, redial, hold (Set Hold with LED and System Hold), ringer volume, mute, speakerphone, desk or wall mountable, positive disconnect, handset volume control, ringer volume control, tone dialing, PBX message waiting, data jack (RJ11), repertory dialing (10 buttons), personalized ringing, and program keylock. CLIN 0009 ? Standard Analog Speakerphones must be compatible with an Avaya Definity EPM Switch and must support the following features: flash, redial, hold, ringer volume, mute, speakerphone, desk or wall mountable, positive disconnect, handset volume control, ringer volume control, tone dialing, PBX message waiting, set hold (with LED), system hold, data jack (RJ11), repertory dialing (10 buttons), personalized ringing, and program keylock. CLIN 0010 ? Non-Speakerphone General Purpose Analog Desk Phone must be compatible with an Avaya Definity EPM Switch and must be an Avaya 6211 or equivalent, supporting the following features: flash, redial, hold, ringer volume, mute, desk or wall mountable, positive disconnect, handset volume control, ringer volume control, tone dialing, PBX message waiting, set hold (with LED), and data jack (RJ11). CLIN 0016 must be the specified Polycom SoundStation Premier. Delivery of supplies is to be no later than two weeks after award date. All supplies are to be delivered FOB Destination to the United States Joint Forces Command/J9, ATTN: Howard Reynolds, 115 Lake View Parkway, Suffolk, VA 23435. The provision at 52.212-1, Instructions to Offerors ? Commercial Items, is applicable to this procurement. Offerors are advised to include a completed copy of the provisions at 52.212-3, ALT-1, Offeror Representations and Certifications ?
