- SOURCES SOUGHT SYNOPSIS FOR SURVIVAL, EVASION, RESISTANCE AND ESCAPE (SERE) TRAINING AT FAIRCHILD AFB. Provide all personnel required to conduct, support, and supplement SERE training at Survival School Remote Training Sites, Fairchild AFB, WA. Support for this requirement includes qualified instructors in Field Training, Resistance Training Academics, Resistance Training Lab, and administrative support services. Period of Performance: 1 Oct 05 through 30 Sep 06, with 4 additional option years. The Air Force is considering a small business set-aside for this requirement; information received in response to this synopsis will assist in that determination. The NAICS code applicable to this requirement is 611699; the small business size standard is $6.0 million. OVERVIEW OF REQUIREMENT: Requirement is for Level C, Code of Conduct Training, for three main areas: Wartime, Peacetime Governmental and Hostage Detention. This will include both Resistance and Field Training. Contract personnel must have completed Air Force training courses S-V80-A and S-V81-A or DoD equivalent. (DoD equivalent for Resistance Training is defined as having completed the following courses: S-V80-A (or the equivalent Army or Navy courses), JRTIC, PGHD, Debriefers Course, and an AA degree or two years teaching experience.) Resistance Training shall include classroom instruction and lab role-play for a variety of situations including wartime, peacetime governmental and hostage detention training. Contract personnel shall possess the necessary experience to ?role play? in resistance training scenarios. Resistance Laboratory Training shall consist of the application of various interrogation techniques, and demonstrated ability to analyze, evaluate, and assess student knowledge and progression in a potentially hostile environment. Contract personnel shall be knowledgeable in the interrogation process, indoctrinations, propaganda efforts, individual and group resistance postures and techniques, situational awareness, establishing overt and covert organizations, establishing covert communications, and planning and executing escapes. Contract personnel shall be knowledgeable in gender-specific aspects of captivity, and have the ability to adapt survival principles to satisfy needs during captivity. Field Training shall include demonstrated knowlede in all aspects of Evasion and Personal Recovery (e.g., building shelters and fires, preserving food and water, sanitation and hygiene practices, camouflage and concealment, evasion movement and recovery procedures). Contract personnel must be able to demonstrate the use of maps, compasses, and Global Positioning Systems (GPS), and have a working knowledge in the use of communication (including PRC-112G and CSEL radios) and signal and recovery devices used in permissive, semi-permissive and non-permissive environments.
