Description
The contractor shall furnish all transportation, supervision, labor and incidental supplies necessary to provide on-site remote sensing project support for the USDA Forest Service Remote Sensing Applications Center (RSAC), a national technical unit. Contractor shall primarily support RSAC?s Liaison and Special Projects (LSP) Program but may support other program areas within RSAC as needs arise. The contractor shall be responsible for delivering written reports, providing recommendations to various personnel, representing the Contacting Officer?s Representative (COR) at meetings, preparing and presenting training and briefing materials, configuring hardware, configuring computer systems, preparing and presenting digital graphic presentations, analyzing remotely sensed and other related geospatial data, operating remote sensing equipment in laboratory and field locations, updating the COR on project status and performing other remotes sensing support tasks that aid with RSAC?s program of work. Subject areas of deliverables include, but are not limited to: thermal infrared sensor evaluation reports; studies, reports, and test evaluations of data downlink systems; studies, reports, and test evaluations of digital camera systems; digital video system comparisons and technology transfer; aircraft platform studies (manned and unmanned); advanced detection systems; image analysis and interpretation for vegetation/landcover studies using all facets of remote sensing and related geospatial technologies; evaluation of satellite imagery and associated products for all sponsor needs; evaluation of IFSAR, RADAR, LIDAR, and passive RF imaging technology; studies on various ways of utilizing digital maps for display and logging of observations; acquiring aerial remote sensing data from aircraft platforms; conducting remote sensing training to groups as well as one-on-one training of field personnel; making presentations on remote sensing capabilities for various natural resource uses; attending meetings to gather information for federal supervisors; making economic recommendations on various courses of action utilizing remote sensing technology; advanced uses of GPS positioning equipment and techniques; coordinating work programs in remote sensing with other federal agencies, states and local entities; and providing general assistance to the COR, the Program Leader for LSP. Additionally, work within the program includes utilizing and coordinating work with classified national reconnaissance assets, and as such will require at least one employee to be capable of maintaining a Top Secret/SCI security clearance. The resulting contact will be an ndefinite Quanity;Indefinite Dleivery contract for a base year plus four option years.
