Description
The Naval Air Systems Command intends to negotiate and award a firm fixed price contract to procure services to retrofit 130 each Control Power Supply (CPS), P/N 1166133-2 and Transmitter Assemblies, P/N 1166128-2 in support for the AN/ALQ-157 Infrared Countermeasures System for H-46E helicopter. The contractor shall also conduct a study to develop a procedure to reduce the system warm-up time, provide organizational, intermediate and depot level training and procure 90 each Infra-red viewers, FTW Optical Systems part number 84499A or equivalent and maintenance publications on usefulness and troubleshooting of the system using this support equipment. The proposed contract will be awarded on a sole source basis to BAE Systems Information and Electronic Systems Integration, Pomona, CA. The authority permitting other than full and open competition is Title 10, U.S. Code, Section 2304(c) (1) as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. BAE Systems Information and Electronic Systems Integration is the sole designer, developer and manufacturer of the AN/ALQ-157 and is the sole owner of the proprietary rights for the tooling, technical data and drawings required to manufacture the AN/ALQ-157 kits. Delivery of these kits shall commence in FY 05 and conclude in FY07. The anticipated release date for the request for proposal is 13 October 2004.
