- The U.S. Army intends to issue sole source purchase order(s) for Land Based Mobile Radio (LMR) base stations, accessories, installation, and programming services in support of United States Army Europe (USAREUR). Wiesbaden Contracting Center will aw ard firm fixed price commercial purchase order(s) to Motorola, Inc. USFGMD, 7031 Columbia Gateway Drive, 3rd Floor, Columbia, MD 21046. The authority cited is 10 U.S.C. 2304( c)(1), as implemented by FAR 6.302-1(a)(2)(iii)(A), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The LMR equipment is standardized throughout USAREUR and purchase of additional equipment must be compatible with existing. Services will include maintenance to equipment containing Universal Encryption Modules (UCM), a proprietary hardware that only Moto rola certified technicians can service. Additionally, the requirement includes programming and software that is controlled through Motorola software licensing agreements. Previous purchases for same and similar requirements utilizing full and open competition revealed Motorola to be the only responsible source that could satisfy the Government's requirements. All responsible sources may identify interest and capability by responding to this requirement or submitting a quote by 3 p.m. Central European Time 28 Sep 2004. Quotes received from this publication will be considered, however, the responses received wil l be evaluated and used at sole discretion of the Government to determine whether sources other than Motorola are capable and responsible. All respondents must be registered in the Central Contractor Registration (CCR), have a valid DUNS number, Cage Code , and Tax Identification Number.
