Description
This serves as a ?Notice of Intent? to award a sole source subscription renewal contract to Cloudmark, to provide anti-SPAM capability for the General Services Administration Groupware and Electronic and Messaging Team. The GSA IT Acquisition Services center plans to negotiate with Cloudmark to renew an existing subscription currently being provided to the Groupware and Electronic Messaging Team for anti-Spam services, whose proprietary capability uses spamDNA to identify whether or not an email is spam or legitimate. While other solutions in the market place catch spam emails, they rely on rules an/or heuristic techniques or groups of rules, and by nature are ?reactive? to keeping up with various forms of spam. Cloudmark, on the other hand, provides the only capability that can identify spam using the ?genetic properties? (such as terminology contained in the ?subject text? of a message or terminology contained in the ?to? field of the message, etc.) of messages and can make predictive determinations as to what is spam or legitimate. The other products reactively write a new rule for every strain of spam. For example, instead of waiting for a new rule to be created, the proprietary capability of SpamDNA allows Cloudmark to scan the properties of the message to determine proactively if the message is spam. On the basis of the Cloudmark proprietary SpamDNA capability, a greater quantity of spam messages are screened using a minimal amount of time. The period of performance is for one base year, with two, one-year option periods to be exercised at the Government?s discretion [FAR 52.232-19, Availability of Funds for the Next Fiscal Year, applicable].
