Description
This is a combined synopsis/solicitation for commercial item(s) prepared in accordance with FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation. Proposals are requested and a w ritten solicitation will not be issued. W91YTZ-04-T-0212 is issued as the Governments intent to set this award aside to small business for diening services. The solicitation document and incorporated Provisions and Clauses are those in effect through Fede ral Acquisition Circular (FAC) 2001-24. The SIC Code is 7261; the North American Industry Classification System (NAICS) code is 812210. The North Atlantic Regional Contracting Office intends to issue a firm fixed price contract at Walter Reed Army Medical Center (WRAMC), Washington DC 20307 for diening services. A base year and four option periods to be awarded. The Anatomic Pathology Service, Walter Reed Army Medical Center,performs adult and pediatric postmortem examinations to provide quality medical diagnostic information regar ding cause of death to family members and to provide educational information regarding the processes and outcomes of various disease states. Qualified dieners perform autopsy assistant duties under the direction of a board certified Government pathologist. The Department of Pathology performs, on average, 20 to 40 medical autopsies per year, and up to 20 forensics autopsies annually, dependent upon the current state of conflict. During Operation Iraqi Freedom from 2001-2003, the number of forensics autopsie s has increased but is not expected to exceed 40 per year. Historically, the rate of medical autopsies has fallen over the years from over 200 annually in 1990 to the above average. This reflects a national trend. The objective of this procurement is to p rovide qualified diener services on an as needed (24 hours per day, 7 days per week, 365 days per year) basis in support of the Department of Pathologys mission for a base year and four option years. Qualified individual dieners will have at a minimum two years of diening experience or work under the direct supervision of a senior diener. Dieners must have the knowledge and ability to perform Virchow and Rokitansky type eviscerations; to handle various types of infectious cases including but not limited t o tuberculosis, Human Immunodeficiency Virus, Hepatitis C, and Creuzfeld-Jacob Disease; to remove brain and spinal cord (internal and external extraction of cord); to collect culture specimens; and to perform pediatric and adult autopsies. The contractor s hall provide the following services: Autopsy Duties - As needed (on call basis): 1.Diener shall assist staff and resident pathologists in post mortem examinati on of adult and pediatric patients. 2.Diener shall possess the ability to recognize major gross pathologic findings and call the pathologists attention to these findings prior to proceeding with evisceration. 3.Diener shall perform delicate and skilled di ssection techniques in removing organs from the human body. 4.Diener shall remove blood, tissue, and body fluid specimens for use in bacteriological study and tissue suture procedures. Diener shall maintain these specimens under aseptic conditions for diag nostic purposes using sterilization procedures and guidelines set forth by WRAMC. 5.Diener shall prepare body for transport to funeral home, taking into consideration the requirement for future embalming procedures as well as examination permission. 6.Dien er shall clean floors, tables, and instruments after autopsy. 7.Diener shall instruct residents on all evisceration procedures. 8.Diener shall move bodies of various weights up to 200 lbs. 9. Diener shall transport specimens to another facility as required . The contractor shall provide qualified diening service to the Department of Pathology, Walter Reed Army Medical Center on an as needed (24 hours per day, 7 days per week, 365 days per year) basis within 2 hours of autopsy notification. All instruments, supplies, and other equipment in the performance of post mortem examinations shall be provided by the Government. The contractor shall obtain all required individual security badges and DOD vehicle registration proof prior to the start of work. Postmortem examinations shall be conducted at Walter Reed Army Medical Center, Building 2, Room 2M01, Washington, DC 20307. As needed postmortem examinations may occur after normal duty hours, weekends, and holidays. The contractor shall be availabl e within two hours of notification for any postmortem examination. Contractor shall maintain and provide proof of liability insurance. Individual dieners shall attend Birth Month Annual Review and provide proof of attendance to Chief, Anatomic Pathology p rior to the start of work. Diener shall only remove from the facility specimens, body parts, and tissue under the express written approval of the acting pathologist. Unlawful possession of specimen (s) may be grounds for immediate contract termination and indictment. The Government reserves the right to make award on the initial proposals received without discussions. The Government will consider all quotes received by 30 September 2004.
