Description

This is a combined synopsis/solicitation for Commercial Items prepared in accordance with the format in Federal Acquisition Regulation (FAR) SUBPART 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, HSCG28-05-Q-7MD507, is issued as an unrestricted request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are available via Internet address: http://www.arnet.gov.far/. First consideration will be given to small business concerns, but not limited to small business concerns. The North American Industry Classification System (NAICS) is 721110 and Small Business Size Standard in dollars is $6.0M. Item description: Lodging, 9 double-occupancy accommodations with 2 bedrooms and 2 baths and l triple-occupancy with 3 bedrooms and 2 baths, in one location from 01 November 2004, thru 15 February 2005. Rooms must be furnished with linens, housekeeping (available as an option, at individual members expense), telephone, cable TV services, refrigerator, microwave oven, high-speed Internet access (available as an option, at individual members expense), washer and dryer, and parking. The 1 triple-occupancy 3BR/2BA is to be no less than 1250 sq. ft.; with three separate rooms for individual offices and a large common area for an admin workspace (3 persons); approximately 100 sq. ft., (part of the 1250 sq. ft., above) for storage and at least one bathroom. The office space must be ?Turn Key?, including a complete suite of office furniture (desks, chairs, lamps, bookcases, etc) for seven persons as well as seven phone lines (w/cordless telephone/answering machine instruments) and high-speed Internet connectivity (T1, Broadband or DSL without any additional expense to the government). To minimize Significant disruptions inherent in any office move, the Government wants to retain the telephone numbers, and request the vendor be responsible for all charges associated with this requirement. The Government will arrange for installation of the necessary IT infrastructure (router, internet cabling, etc) to support the office LAN. The geographic location for consideration is limited to facilities located within 15 minutes driving time from the U.S. Coast Guard Marine Safety Office located at 7820 Arlington Expressway, Jacksonville, FL 32211. Indicate the distance (mileage) from your facility to this location. Include all available amenities, including transportation, if any, at no additional cost, check in and check out times and cancellation policy before and during occupancy. Due to difficulties in estimating the reservist recall, the Government reserves the right to notify the vendor within 72 hours of cancellation of the contract. Physical access control and after hours security required. The Government will award a contract resulting from this solicitation, subject to availability of Fiscal 2005 funds, to the responsible offeror whose offer conforms to this solicitation and is the most advantageous to the Government, price, quality, past performance and other factors considered. OFFERS will only be considered from Offerors who ARE COMPLIANT WITH THE HOTEL AND MOTEL FIRE SAFETY ACT OF 1990. OFFEROR SHALL INCLUDE THE LODGING FACILITY FEMA NUMBER, WHICH IS REGISTERED WITH THE U.S. FIRE ADMINISTRATION. All offers will be evaluated in accordance with Simplified Acquisition Procedures, FAR Subpart 13.106. The provisions at 52.212-1, Instruction to Offerors-Commercial Items (Oct 2000), 52.212-4, Contract Terms and Conditions-Commercial Items (March 2001) and 52.215-5, Facsimile Proposals (Oct 1997), apply to this solicitation. The provision of 52.212-3, Offeror representations and Certification, Commercial Items (May 2001), shall be completed and submitted with the RFQ.
