- The Government is contemplating issueing a solicitation for the following requirement: (a) As part of an interagency multiyear R&D effort to discover "novel intelligence" within the Intelligence Community's massive data sources, the Novel Intelligence from Massive Data program will establish and monitor the Glass Box that instruments the analytic environment. Additionally, the Glass Box will be used to collect data to evaluate algorithms developed under other research components of NIMD. Since the instrumentation necessary to capture the necessary information is still cutting edge and may require additional R&D, a commercial analytical environment paralleling an IC analytical environment has been chosen in order to provide researchers with access to unclassified data. (b) ARDA has launched a multiyear R&D program called Novel Intelligence from Massive Data (NIMD). NIMD's overall objective is to discover the "novel intelligence" that lurks undetected within our Community's massive data sources. We define "novel intelligence" to be information that causes an intelligence analyst to gain new insight into a heretofore unappreciated or misunderstood threat. This information may emerge from discoveries in the content and patterning of new data, or discoveries resulting from "out of the box" analytical re-interpretations of existing data. Novel intelligence often equates to "suspicious revelations" in one-time (or first-time) events, or in hidden connections between seemingly independent events or entities, or in puzzle pieces collected long ago, but that suddenly make sense in light of recent observations. (c) This requirement will focus on development of the Glass Box Analytic Environment (GBAE) that is a NIMD "hub" task that encompasses the actual analytic environment. The Government further contemplates limiting the number of offerors permitted to submit proposals for this requirement IAW FAR 6.302-1(a)(iii). See Notes 22 and 25. Interested parties must submit capability statements, including knowledge and experience with Novel Intelligence from Massive Data (NIMD). This knowledge and experience is critical to avoiding significant duplication of costs and program delay. Failure to provide this information will result in the submission not being considered further. See Notes 22.and 25.
