- (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. (II) This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Purchase request number FQ1SCJA42532000 will be issued as a Request For Proposal (RFP). (III) Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24, 19 July 2004 and Class Deviation 2004-0001. (IV) This acquisition is 100% set-aside for SMALL BUSINESS concerns. NAICS code 334310, with a small business size standard of 750 employees, is applicable to this acquisition. (V) Contract Line Item Number (CLIN) 0001- Courtroom Upgrade for Multimedia Audiovisual System, quantity 1 each. (VI) The Statement of Work (SOW) is as follows: The focal point in the design will remain at the podium. The control lines, computer information and video/audio signals will begin here. The laptop computer system will be replaced with a Multimedia system capable of scanning in images via a document feeder. This system must be horizontally mounted within the main lectern. The computer system will accept Zip disk media (up to 750MB) as the method for inputting presentations for display. The system shall also have the capability of placing any information or presentation files onto Read-Writable CD-ROM. The podium computer system will require Microsoft Windows XP Professional, Office Professional 2003, Adobe Acrobat Professional 6.0 and an RF wireless mouse/keyboard. The podium shall also have a combination VHS/DVD player that will supply video to the courtroom video system and be capable of being controlled by the Creston system. The main display for the podium shall be a 17" LCD multi-sync display mounted on the podium so as not to block the view of the person at the podium or their view of the courtroom. Provisions shall also be made at the podium for an external laptop computer to be able to be switched into the courtroom display system overriding the podium computer for a presentation. The user, who would be the person that would run the presentation, will do so from the Crestron Touch Panel. The Crestron control system will require reprogramming to control all the new upgrades to the courtroom and still control all remaining devices. The judge's area will require an additional display to be used with the current computer display. This 17" LCD multi-sync display will connect with the computer system at the judge's area via a dual display graphics card to be provided by the court. The judge will be able to display any of the courtroom media on the new LCD display by means of a switching system which is already resident at that location. The judge will use the existing computer display for displaying information for his/her eyes only. The witness stand shall also have installed a 15" LCD multi-sync display. This display will be mounted on a fully articulating arm that can be adjusted so as to allow full view of the courtroom by the witness and full view of the witness. The witness shall have the same capability of switching the display from computer information to video information similar to the defense, prosecution, judge and court reporter. The court reporter shall have a table provided that replaces the existing table. This table shall be done in natural maple matching the rest of the court furniture as best as possible. The court's main projection system shall be replaced with a new LCD projection system. It shall have at minimum 3000 ANSI lumens and be capable of being controlled by the existing Crestron control system. It shall be located at such a distance to allow a 100" diagonal image on the existing screen. It can be mounted from the drop ceiling only, not in the arched area. Any mounting pole shall be painted to match the existing decor as much as possible. Care should be taken to make the mounting as unobtrusive as possible. The NEC XP29 Plus 29" Multi-sync Monitor that lowers from the ceiling area over the defense table will require troubleshooting to determine the problem with the picture display. Two additional lecterns measuring 45" tall overall, with a work surface of at least 17"x24", on casters and in natural maple matching the rest of the court furniture as best as possible shall also be provided. The jury deliberation room shall have a 50" diagonal image high definition plasma display wall mounted on the wall. The plasma display should have at least a 3000:1 contrast ratio with a resolution of at least 1366x768 with side mounted matching speakers for audio. The existing Dalite screen will be removed. The exact mounting location for the plasma display will be determined by the customer at the time of installation. Provisions shall be made for a local display of a laptop computer and a VHS/DVD player. The input for the laptop and the VHS/DVD player (both picture and audio) will be located in a convenient location under the conference room table. (VII) Work will be performed on Los Angeles Air Force Base and must be complete on or before 15 Oct 04. All work must be performed in a secured area. (VIII) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. (IX) The provision at 52.212-2, Evaluation-Commercial Items, applies to this acquisition. All quotations will be evaluated on price related factors only. (X) The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and the offeror must include a completed copy of this provision with their proposal. (XI) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. (XII) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era.
