- CBD COMBINED/SYNOPSIS SOLICITATION (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposed action is for supplies for which the Government intents to solicit and negotiate with one source, Smith Detection, Inc., 30 Technology Drive, Warren, New Jersey, IAW FAR 6.302-1. The statutory authority for other than full and open competition is 10 USC 2304(c)(1), only one responsible source. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. (ii) This Solicitation HQ0095-04-T-0162 is a notice. (iii) This Solicitation document and incorporated provision(s) and clauses are those in effect through Federal Acquisition Circular 24, effective June 18, 2004. (iv) This procurement is not set aside for small business. The Small Business Competitiveness Demonstration Program does not cover this procurement. (v) The Request for Quote is for the following supplies: CLIN 0001: Centurion Toxic Industrial Chemicals and Chemical Warfare Agents Detectors, 24 EA. CLIN 0002: Centurion Chemical Detector Containers, 48 EA. (vi) Description of Items: Centurion Chemical Detectors and Centurion Chemical Detector Containers. (vii) Date(s) and place(s) of delivery and acceptance and FOB point are as following: October 24, 2004, Pentagon Force Protection Agency, 9000 Defense Pentagon, Room 2E139, Washington, DC 20301-9000. (viii) The following provision applies to this acquisition: Federal Acquisition Regulation (FAR) 52.212-1, Instructions to Offerors-Commercial Items. (ix) FAR 52.212-2, Evaluation- Commercial Items does not apply to this sole source acquisition. (x) Offerors are to include a completed copy of provision FAR 52.212.3, Offeror Representations and Certifications-Commercial Items. (xi) The following provision does apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions-Commercial Items. (xii) The following clauses are applicable to this acquisition: FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. The following FAR clauses within the aforementioned clause are being selected as applicable: 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.232-33. The following clause is applicable to this acquisition: FAR 52.252-2, Clauses Incorporated By Reference. In addition, the following DFAR clauses apply to this acquisition: DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, DFARS 252.204-7004 Alt A, Required Central Contractor (CCR) Registration Alternate A are applicable to this requirement. Firms not registered in the CCR may register by calling 1-888-227-2423 or via the Internet at http://ccr.gov. ONLY FIRMS REGISTERED IN THE CCR ARE ELIGIBLE FOR CONTRACT AWARD. (xiii) There are no additional contract requirement(s) or terms and conditions necessary for this acquisition that are consistent with customary commercial practices. (xiv) There is not a Defense Priorities and Allocations System (DPAS) number assigned to this acquisition. (xv) This notice of intent is not a request for competitive proposal; see FedBizOpps note number 22 for further specifics.
