Description
FEDSIM needs a COTS Laboratory Information Management System (LIMS). Mandatory features: (1) Any LIMS must operate on Oracle database, version 9i (front and backend). (2) Supplier must meet National Security requirements. Preferred features: (1) Support forensic activities, chain of custody tracking and assurance; (2) Evidence inventory tracking and management; (3) Workload scheduling (including personnel, equipment, and analytical information); (4) Quality assurance and quality control; (5) Analysis information capture and management; (6) Information storage and retrieval including: audio, video, image, fingerprint, and text; (7) Data query and report production and dissemination; (8) Data interface to other client information management systems; (9) Work-flow management; (10) Laboratory instrument integration; (11) Customizable reporting and queries; (12) Import of data from legacy or other connected systems; (13) Acceptance of bar-code, and potentially Radio Frequency Identification information; (14) Support industry open standards; (15) Network security, including username/password authentication; (16) Concurrent, no name licenses; (17) Describe user training; (18) Compliance with the American Society of Crime Laboratory Directors / Laboratory Accreditation Board (ASCLD/LAB) and/or ISO 17025 guidelines; (19) Support a paperless environment; (20) Use a tiered system architecture; (21) Support electronic signature capability; and (22) Is web-based. Provide past performance/experience to include: 1) customer name, 2) point of contact (name, phone #, and email address if available), 3) description of the project, 4) installation size and location(s) at federal or non-federal site. For federal clients, please specify contract vehicle used: GSA Schedule, FAR 12 commercial item, GWAC, Blanket Purchase Agreement, etc. Please include the hardware parameters such as numbers of users, locations, workstations, servers, instruments, other peripherals, and networks. Please describe your company and its experience with Rational Unified Process and/or Software Engineering Institute (SEI) Software Capability Maturity Model (SW-CMM); instrument interfaces with your LIMS product; customization and configuration parameters for your product; configuration management/version control; upgrades and scalability of your product; your costing/pricing model for typical installations of your LIMS product: initial installation; ongoing maintenance and support, including version upgrades; training, hardware and software required to utilize your LIMS product; customization/configuration, help desk support. Please provide your Dun and Bradstreet Number. Fully explain your corporate experience and your personnel experienced with National Security. Specify your current Defense Security Service (DSS) facility clearance level. For personnel: Specify the citizenship for your LIMS staff, and their security clearance level. If your company does not posses a facility clearance or have personnel with active clearances, would your staff be able to obtain a security clearance by the Department of Defense, Defense Security Service, for access to national security information classified at the SECRET level or above and would your company be able to obtain a facility clearance? Interested parties should submit information to demonstrate how they can meet the mandatory requirements and which of the preferred features they meet then explain how or what would be required to address the remaining preferred features. This is not a request for proposals. No technical, cost or price proposals are required. No award will result from this Request for Information.
