- NAICS Code: 541620 The U.S. Environmental Protection Agency (U.S. EPA) Office of Air and Radiation (OAR) Climate Change Division (CCD) Climate Analysis Branch (CAB) intends to award a sole source fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to Texas A&M University, Department of Agricultural Economics of College Station, Texas. Texas A&M's goal is to conduct an analysis of forest and agricultural Greenhouse Gases (GHG) emissions and carbon sequestration mitigation in the U.S. The objective of this acquisition is to analysis GHG emission and carbon sequestration from agriculture and forestry in terms of : gas inventories and projections, mitigation options, practices and their costs. The Forestry and Agriculture Sector Optimization Model + Greenhouse Gases (FASOM-GHG) is to be used for these analyses. The results will be used to prepare baseline projection specifications of the resulting model, including input data, market structure assumptions, and sources. Sensitivity analysis from FASOM-GHG model assumptions on discount rates, dynamic trends assumptions and handling of currently profitable GHG mitigation opportunities will identify the feasibility and significance of alternatives over the next one to three year period. A summary assessing the possibilities of incorporating the DAYCENT model into FASOM-GHG, to include the latest nitrous oxide data, will be used to determine if modifications to the FASOM-GHG analytical tool is supported and recommended. This Purchase Order will be for a 1 year agreement. The North American Industry Classification System (NAICS) code for this procurement is 541620. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 15 calendar days (5.203b) of the date of this announcement will be considered. Responses to posting must be in writing. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
