Description
In accordance with the procedures specified in Attachment B of revised OMB Circular A-76, dated May 29, 2003, this notification represents the formal public announcement and official start date of a streamlined competition for the Data Management and Analysis function (Function Code D200) performed at the Federal Highway Administration (FHWA). Employees performing this function collect, analyze, summarize, assure the quality of the data, and disseminate a wide variety of data and information concerning (1) the Nation?s highways and FHWA; and (2) assessment of internal program policies and activities. The work requires expertise in a variety of technologies, systems and business models, and involves data and information collection, research, statistical surveying and sampling, process mapping, data base management, decision analysis, conduct of workshops, group facilitation, technical assistance to State DOT personnel, performance management, strategic planning, effective data presentation technology, and identification of best practices for analyzing and using various highway program data. Government personnel consisting of eighteen (18) commercial activity FTE represent the incumbent service provider and are located at FHWA?s Headquarters in Washington, DC, and in FHWA field offices located in Illinois, Georgia, Maryland, Minnesota, New York, Massachusetts, and Connecticut. The estimated work will be costed on the basis of three years of performance, and the results will be valid for a total of five years. Prospective offerors are advised that a solicitation will not be issued if the cost of contract performance is determined to be greater than the cost of in-house performance by Government personnel. THIS IS NOT A SOLICITATION, NO SOLICITATION SHOULD BE ANTICIPATED, AND PROPOSALS ARE THEREFORE NOT REQUESTED. The Competitive Sourcing Official (CSO) is J. Richard Capka. The competitive sourcing point of contact and responsible Contracting Officer is Jodi Condes. The CSO has approved a time limit waiver for this study; the study will be completed in 135 days, running from September 23, 2004, through February 4, 2005. This Streamlined Study number is FHWA-CS-2004-01.
