Description
Broad Agency Announcement (BAA) W909MY-04-R-0033, soliciting proposals in support of the Standoff Mine Detectoion STO (SMDS), has been posted on the Single Face to Industry website, https://abop.monmouth.army.mil. This BAA is sponsored by the U. S. Army Research Development and Engineering Command (RDECOM) NVESD, Ft. Belvoir, VA, in support of the Standoff Mine Detection STO (SMDS). This BAA is issued under provisions of paragraph 6.102(d)(2) and paragraph 35.016 of the Federal Acquisition Regulatio n (FAR) which provides for competitive selection of research and development proposals submitted in response to this announcement. This BAA is intended for the development of research efforts in support of the Night Vision and Electronic Sensors Directora te (NVESD) Countermine (CM) Division to support the Standoff Mine Detection, Science and Technology Objective (STO) [SMDS]. The objective of this research project is to evaluate and demonstrate approaches for standoff detection of mines and mine-like targ ets from a ground vehicle platform. The target set of interest includes: surface laid anti-tank mines, buried metal anti-tank (AT) mines, buried plastic anti-tank mines with high metal content, and Improvised Explosive Devices (IEDs). The technical goal i s to demonstrate detection and location of targets far enough in front of vehicles to advance at a minimum of 20 kilometers per hour (kph). Techniques should lend themselves to modular and bolt-on applications. Size, weight and power consumption are impo rtant. The proposed research technologies are required to collect data and eventually demonstrate at NVESD mine lane facilities and test areas. Also, some testing outside of the continental US (OCONUS) may be required. Proposals should include a technol ogy demonstrator, to include all system hardware and software costs as well as the cost of a demonstrator vehicle. The specific STO performance parameters are described in the complete BAA posting located on the website noted above. Award(s) against this BAA can be made for two years after notification of selectability. Specific costs and terms and conditions will be negotiated prior to award. The Government contemplates the awarding of Cost Reimbursement (i.e., Cost Plus Fixed Fee) type contract(s); how ever, proposals based on other contract types will be considered. The Government reserves the right to select for award all, some, or none of the proposals received. The maximum length of an award will be three years. Prospective offerors should note that this BAA is an expression of interest only and does not commit the Government to make an award or pay proposal preparation costs generated in response to this announcement. The cost of proposal preparation for response to a BAA is not considered an allow able direct charge to any resultant contract or any other contract. However, it may be an allowable expense to the normal bid and proposal indirect cost specified in FAR 31.205-18. Prior to submittal of proposals, questions concerning technical issues ma y be directed to the attention of the Countermine Division Subject Matter Expert. However, there shall be no discussion between offerors and Government technical staff after proposal submission. Instead, all questions and discussions must directed to the Contract Specialist or Contracting Officer. The selection of one or more pr oposals for award will be based on a peer and scientific evaluation of each offerors response (to include both technical and cost aspects) to determine the over all merit of the proposal in response to this announcement. The basis for award, submittal instructions, and evaluation criteria are set forth in the BAA. Funds are not presently available for the research interests represented in this BAA; however, fund s are planned in the Future Years Defense Plan (FYDP) for this research. No contract award will be made unless appropriated funds are available for payment for the effort being acquired. In order to be able to access the BAA solicitation W909MY-04-R-0033, and submit a proposal, a contractor must first be registered on th e IBOP. A CAGE Code and DUNS number are required to complete registration for proposal submissions. A contractor employee who is authorized to bind the contractor must complete the registration. The process could take several days to finalize the regis tration and contractors are encouraged to register as soon as possible.
