- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number FU330042571500 is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures under the Test Program for Certain Commercial Items found at FAR Subpart 13.5. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24 date 18 June 2004 and the Defense Federal Acquisition Regulations Supplement (DFARS) change notice 20040917. It is the contractor?s responsibility to be familiar with applicable clauses and provisions. This acquisition is for the Squadron Officer College (SOC) on Maxwell AFB, Alabama. This acquisition is being issued on an unrestricted basis. The North American Industrial Classification System Code is 334111 with a small business size standard of 1,000 employees. The following requirements are required to provide SOC with the eBooks, server hardware and software, conversion software, installation and training on the equipment and software to allow for content creation, modification and management. This is an all or nothing requirement, you must be able to quote and provide all items requested. The Government intends to issue a firm fixed price purchase order for the following line items: CLIN 0001: 620 each (eBook Technology Inc.) ETI-1 E-book devices (brand name or equal) that has the following included: Reading software, 8 MB internal RAM, 4 MB internal flash, stylus, charger, phone and ethernet connector support, provided with a one year warranty covering defects in materials or workmanship and shipping damage, such devices will be repaired or replaced at no charge. Software/firmware defects will be corrected under applicable license and maintenance agreements. CLIN 0002: 620 each 32MB Compact Flash card. CLIN 0003: 70 each USB Compact Flash reader. CLIN 0004: 25 each eBook Stylus. CLIN 0005: 50 each additional eBook Power Supply. CLIN 0006: 1 each eBook Publication tools license. CLIN 0007: 1 each Server Hardware, to include Dual Central Processing Unit (CPU) server system that does not include Microsoft operating system or SQL Server license. CLIN 0008: 2 each Server Software license (per CPU). CLIN 0009: 620 each Server Software license, one-time server seat license. CLIN 0010: Custom development Non-recurring expense (NRE), to include printing to Windows-based printers from eBooks, CD archival of marked-up content, groups within groups in Express Manager, clear bookshelf support and ?select all? for Express Manager search results. CLIN 0011: Training- the contractor as a mininum shall provide the following one-day on-site training: (a) content creation training; (b) content management training and (c) installation training. Plus an additional day of training on any of the training areas mentionend in this line item. CLIN 0012: 1-year support and maintenance phone support to include but limited to, bug fixes and maintenance for all software (device firmware, server systems and content tools). The desired delivery date is 60 days after date of contract award. Ship the entire quantity to SOC/DET, 125 Chennault Circle, Maxwell AFB, AL, 36112-6424. QUOTATION PREPARATION INSTRUCTIONS: To ensure timely and equitable evaluation of quotes, offerors must comply with instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFQ. The response shall consist of two sections: (1) price and (2) past performance. The offeror must submit at least two references that can provide relevant and recent (within the past three (3) years) past performance information to the Contracting Officer. BASIS FOR AWARD: This is a competitive best value acquisition utilizing simplified procedures authorized by FAR 13.5 ?Test Program for Certain Commercial Items.? For quotations determined technically acceptable, a best value selection based on price and past performnace will be made. An offeror will be determined technically acceptable if no exception is taken to the specifications and requirements of the RFQ. Award will be based on price and past performance. Each offeror?s quoted price will be evaluated for reasonableness. Price will always be an important factor; therefore, offerors should make diligent efforts to control costs and submit fairly priced quotes. Past performance will be evaluated based on relevancy (size/scope/complexity), quality of product/service, timeliness of delivery/performance, and business relations (customer service). To be considered for award an offeror must have a satisfactory or better past performance record based upon information available to the contracting officer. After evaluating price and past performance, award may be made to other than the low offeror, when the contracting officer determines it to be in the Government?s best interest. The provision at FAR 52.212-1, Instructions to Offerors, Commercial Items (Jan 2004), applies to this acquisition and is addended to delete paragraphs (e) Multiple offers and paragraph (h) Multiple Awards. Lack of registration will make an Offeror ineligible for award.
