Description

This is a combined synopsis/solicitation for commercial items items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be used. This request for proposals is assigned solicitation number GS-09P-04-KSM-0112. This solicitation is for competition on an unrestricted basis. The NAICS classification is 523140; standard for small-business status is $6 million annual receipts. The provisions and clauses incorporated herein are available by email request to Mark.Levi@gsa.gov. Requirement is to retire 2 lbs Nox emissions reduction credits (ERCs) registered in the coastal area of the South Coast AQMD, for GSA to comply with South Coast AQMD Modified Order dated 8/18/04, Case # 5461-2. ERCs must be to the satisfaction of South Coast AQMD, and documentation to the satisfaction of South Coast AQMD that ERCs have been retired must be furnished not later than 10/15/2004. Offerors may offer to provide a single pound Nox ERCs; two awards may be made each for a single pound if that is least expensive. Award will be made to the lowest price responsible and responsive offeror. The provisions at FAR 52.212-4 Contract Terms and Conditions - Commercial Items, FAR 52.212-5 Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items, and GSAR 552.212-71 apply to this acquisition. Offers must include price per pound NOx ERC, number of lbs offered, and the Offeror Representations and Certifications - Commercial Items at FAR 52.212-3 (will be furnished by email on request).
