NAICS Code: 421120 Caterpillar C-11 ACERT Engine 370 Horsepower including Service/ Diagnostic Part Manuals and Copy of Caterpillar Diagnostic Software (CAT ET) with All Associated Cables and Interfaces In accordance with FAR Part 13 and FAR Part 12, the U.S. Environmental Protection Agency, Office of Air & Radiation, Laboratory Operation Division (NVFEL) in Ann Arbor, Michigan is seeking to procure (1) a Caterpillar C-11 ACERT Engine 370 Hp, (2) a set of service/diagnostic and parts manual for the aforementioned engine; and (3) a copy of the Caterpillar Diagnostic software (CAT ET) and accessories required to run the software. The Certification and Compliance Division (CCD) and the Laboratory Operations Division (LOD) of the National Vehicle Fuel and Emissions Lab (NVFEL) are implementing a round-robin regulatory testing program to correlate testing at the EPA's NVFEL with engine manufacturers own emissions labs. The EPA is procuring a Caterpillar C-11 engine for this program because it offers a power rating that is compatible with our three HD test cells and it is the only engine that offers an engine with ACERT Technology. This will provide a more reliable and stable test bed for the round-robin testing program at this power level. A written RFQ, PR-CI-OH-04-00188, is anticipated to be issued on September 30 2004. All responsible business sources may submit a quotation in response to the RFQ which shall be considered by the Agency. This procurement will be pursued using FAR Part 12 Commercial Acquisition methods and procedures. This notice of intent is not a request for competitive proposals. The Government will award an order resulting from the RFQ to the responsible offeror whose offer conforming to the RFQ, is most advantageous to the Government, price and other factors will be considered. In addition to price, the following factors will be used to evaluate the offereror's technical quotation: responsiveness to the minimum requirements of the Statement of Work (SOW), schedule and delivery. Award will be made on a "Best Value" analysis. The order resulting from this acquisition be firm- fixed price. This office does not intend to mail hard copies of the RFQ, but will provide electronic copies upon request. All responsible sources may submit a quotation which shall be considered by the agency.
