- The Immigration & Customs Enforcement, Office of Procurement, Laguna is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written Solicitation will not be issued. Solicitation #ACL-4-Q-0030 is being issued as a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-27. The North American Industry Classification System (NAICS) Code 334511 and the small business size standard is 1000. A single firm-fixed price award will be made. Contract Line Item Numbers (CLIN) 0001: Submersible Surveillance (Remotely Operated Vehicle) ROV, 1 Each, Unit Price $_________; FOB: Destination; shipped to: Immigration & Customs Enforcement, 40 South Gay St., Baltimore, Maryland 21202. Required Delivery: 60 days after receipt of order ( to include on-site training) The Office of Procurement, Laguna requests quotes for a Submersible Surveillance (Remotely Operated Vehicle) ROV that has the capability of conducting underwater searches for security purposes. The unit must be capable of providing ?real-time? on-screen data display (15-inch monitor) of surface being surveyed. The unit must be capable of reaching depths of up to 500 ft (152m), of being controlled using wireless controllers, must have an ultra low light front and rear facing cameras, with an additional auxiliary zoom lens camera. The submersible unit must accommodate instrumentation such as scanning imaging sonar for low visibility environments; manipulator for the retrieval or intervention of objects while submerged; a water quality sensor, metal thickness gauge and a positioning monitor for extensive area searches. The system must provide a tethering devise (up to 750 ft) to the submersible unit that provides quick coiling and recoiling of the tether. The front facing camera must possess at a minimum 570 line high resolution, 0.3 lux color camera with wide angle lens, front camera must offer a minimum of 160 degree of tilt, wide focus range, two 20 watt halogen lights; and a rear facing camera that offers a minimum of 430 line resolution, black & white with integrated high intensity LED light array; both cameras controlled from the joystick control. Additional equipment requested is: lighted auxiliary zoom inspection camera, GM tube radiation sensor. The control box must provide both a recording device such as a camcorder and a viewing screen all in one case. The system must provide an automatic depth control, joystick control unit (allowing for one hand control) to handle movement horizontally and vertically, to control the camera tilt, focus or lights. The system is to provide a depth gauge, heading and cumulative hour meter, reading on either digital (LCD) display on control box. The system must be transportable by up to two waterproof carrying cases that may be handled by one person. The vendor is to also provide on-site operational and maintenance training for the proper use of the system. Evaluation criteria is as follows: Award will be made to the most advantageous offer to the Government, price and other factors considered.
