Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. Solicitation HSBP-1004Q-BOR-04-01 is being issued as a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. The solicitation will be distributed solely through the General Services Administrations Federal Business Opportunities web site http:ww.fed.bizopps.gov/ Hard copies of the solicitation document will not be available. This is a total small business set-aside, firm fixed price contract. The associated NAICS code is 236116 Multifamily Housing Contruction (except Operative builders. Description-U.S. Customs and Border Protection, Border Patrol Tactical Unit is seeking to purchase (6) six ea. Mobile Sleeping Quarters, these special units are assigned to various projects throughout the year. The Mobile Sleeping Quarters and their unique ability to allow special units to live and deploy from tactically superior locations becomes a crucial consideration in the successful mission completion. The Mobile Sleeping Quarters promote a smooth continuity of operations. The Mobile Sleeping Quarters for use in special assigned projects and other field operations must be wheeled, towable, aircraft portable trailers capable of sleeping twelve agents each. On a typical operation, secondary, unpaved roads are the norm, and mobile sleeping quarters will typically be ported along these types of routes. Climatic conditions during projects and other field operations run the gamut of extremes from cold, winter-like conditions in February and March to extremely hot conditions during the summer months. The wide range of weather extremes necessitates that each sleeper trailer must exhibit both electric heat and air-conditioning capabilities. A diesel generator and/or other electrical supply will run these heat and air-conditioning units. Numerous electrical outlets must be available in each mobile sleeping quarter. Agents will treat these sleeper trailers as home for extended period of time in remote locations, it is imperative to place outlets in each room for the purpose of providing electrical supply to appliances such as refrigerators, computers, battery and radio re-chargers, as well as any other mission essential electronics. The mobile sleeping quarters must be capable of being used time and time again, and should be able to be used for nearly any type of operation including training operations, humanitarian operations, and emergency operations. The Border Patrol Tactical Unit will utilize mobile sleeping quarters to conduct operations in a multitude of environmental conditions and climates throughout the United States. In order to meet these wide range of needs, mobile sleeping quarters must exhibit certain specifications and characteristics. The following specifications must be present in any mobile sleeping quarters purchased by the United States Border Patrol. 1. Heat and AC-Climate extremes across the United States require both heating and air-conditioning units within each mobile sleeping quarter. If possible, heaters should be powered by propane. 2. Capable of Sleeping 10-12 persons-Due to operations involving 60 or more special operations agents, quarters must accommodate 12 persons, this will allow for enough vehicles to tow the mobile sleeping quarters on any given operation. 3. Towable-Mobile sleeping quarters will be used in a multitude of locations, some of which are along secondary, unpaved roads, and the need for quarters that can be towed long distances by standard equipment, Chevrolet Suburban, Ford Excursions, and Dual Wheel Pick-Up Trucks is essential. 4. Gun Locking-Capabilities-The operational nature of the Border Patrol Special Operations Units includes the carrying and storage of weapons and sensitive gear. Gun lockers must be included as part of the mobile sleeping quarters and the addition of any other types of lockers used to store sensitive operational gear are important considerations. 5. Electrical Outlets-Mobile-sleeping quarters must have electrical outlets dispersed throughout the structure. Refrigerators, microwave ovens, computers, radio chargers, and other electrically operated devices will be located within the mobile sleeping quarters. 6. Delivery-Please note this item is an urgent requirement and must be available for delivery within 30 ? 45 days after award. Delivery destination is: Border Patrol Tactical Unit, Bldg 1169, Duncan at Simms, El Paso TX (Biggs Field) TX 79908. The following provisions in their latest editions apply to this solicitation: FAR 52.212-1 Instructions to Offerors-Commercial; FAR 52.212-2, Evaluation ? Commercial Items, the specific evaluation criteria relating to paragraph (a) of the provision are price and technical (ability of offeror to meet the Governments specifications) and technical is more important than price; FAR 52.212-3 Offeror Representations and Certifications-Commercial Items shall be part of the quote submission; FAR 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items along with the following FAR clauses cited within this clause 52.222-21,52.222-26,52.222-35,52.222-36,52.222-37, and 52,232-33; Dept of Homeland Security clauses 3052.209-70 Prohibition of Contracts with Corporate Expatriates.
