Description
THIS IS AN AMENDMENT, AMENDMENT ONE, TO COMBINED SYNOPSIS / SOLICITATION W914NS-04-Q-0223. THE PURPOSE OF THIS AMENDMENT IS TO CLARIFY THE MINIMUM TECHNICAL REQUIREMENT, INCREASE THE QUANTITY, AND DELETE THE OPTION REQUIREMENT. 1. There is only one Contract Line Item. There are no options. 2. This is not an “OR EQUAL” acquisition. The rail clip must be a new Pandrol type 607A Rail Clip. The Pandrol type 607A Rail Clip must be manufactured at a licensed Pandrol manufacturing facility. All offerors in response to this solicitation must be required to be licensed through Pandrol for distribution of rail clips. Offerors shall provide a copy of their Pandrol license to manufacture or distribute Pandrol products. Pandrol clips shall be new, not used, remanufactured, or refurbished. 3. The total quantity is increased to one million rail clips. 4. The Government desires four equal, staggered deliveries of 250,000 each. The Government desires the first delivery to be no later than 180 days after receipt of order (ARO), the Government desires the second delivery to be no later than 210 days ARO, the Government desires the third delivery to be no later than 240 days ARO, and the Government desires the last delivery to be no later than 270 days ARO. Offerors shall quote best delivery dates with an interim of 30 days between deliveries. The quote is due at 1700 hours, Baghdad time, on 2 October 2004.
