Description

The U.S. Secret Service intends to negotiate on a sole source basis with Cogent Systems, Inc., 11480 Commerce Park Drive, Suite 150, Reston, Virginia for upgrade of the existing Cogent Automated Palm Print and Fingerprint Identification System (CAPFIS) or CAPFIS Prime by incorporating ten rolled and plain fingerprint impressions, right and left palm prints, right and left writer’s palms, and latent functionalities. This notice is neither a request for proposal nor a solicitation of offers. Based on the requirements of this Solicitation, the Government intends to solicit and negotiate with one source under the authority of FAR 6.302. A determination by the Government not to compete this proposed requirement, on a full and open competitive basis upon receipt of responses to this notice, is solely within the discretion of the Government. Only written responses will be accepted and must be received within five (3) calendar days of the date of this notice. The Government anticipates an award date on or about September 13, 2004. The Government will not be responsible for any costs in the preparation of responses to this announcement. See Note 22 – Please insert “3 days” in lieu of “45 days.” NOTE: THIS NOTICE MAY HAVE POSTED ON WWW.FEDBIZOPPS.GOV ON THE DATE INDICATED IN THE NOTICE ITSELF (01-SEP-2004).
