Description
This is a combined synopsis/solicitation for a commercial service prepared in accordance with the Federal Acquisition Regulation (FAR) 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a separate written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-24. This solicitation is restricted to small businesses and small business manfacturers. The business size standard of 500 employees is applicable. The Standard Industrial Code is 3826; NAICS 334516. The agency need is for on-site maintenance and repair of two (2) government-owned CAMSCAN Electron Microscopes and Ancilliary Components. The period of performance will be from 01 October 2004 through 30 September 2005 for the base year with three (3) one-year options. The requirement is for a firm-fixed price order. Important Notice: DFARS 252.204-7004 "Central Contractor Registration" (CCR)is required and applies to all solicitations issued on/after 6/1/98. Lack of registration in the CCR database will make an offeror/quoter ineligible for award of contract/purchase order. Please ensure compliance with this regulation when submitting your quote. Utilize the CCR website at http://www.ccr2000.com and/or call the CCR Assistance Center @ 888-227-2423 for more information. The following provisions and clauses are applicable and are hereby incorporated into the solicitation by reference and by full text. FAR 52.217-4, Evaluation of Options Exercised at Time of Contract Award FAR 52.217-5, Evaluation of Options, FAR 52.212-1, Instructions to Offerors of Commercial Items. Note: This provision must be reviewed completely. It contains the guideline for submission of your quotation. Ability to meet the requirements set forth in this RFQ shall be demonstracted by the contractor's submission of a signed quotation which has not taken exception to the schedule. Quotations which take exception and do not meet the Government's requirement may be determined to be unacceptable and not considered for award. At the discretion of the Contracting Officer, the Government intends to evaluate quotations without discussions and award a Firm Fixed Price purchase order. Each initial offer should, therefore contain the contractor's best terms from both and technical, delivery and pricing standpoint. FAR 52-232-18, Availability of Funds, As addressed in FAR Clause 52.232-18, funds are not presently available for this contract. This action is subject to the enactment of the FY05 DOD Appropriation Act or Continuing Resolution Authority, whichever occurs first.
