Description
Purpose: The Naval Sea Systems Command (NSSC) is issuing this Sources Sought Notice to ascertain the availability of qualified Defense Contractors capable of performing Retractable Bow Plane (RBP) work on nuclear submarines. These interested contractors must meet the following criteria: - Contractor personnel must meet all security and safety requirements necessary to work on US Navy Commissioned Submarines in an industrial area at a Naval Shipyard. - Contractor must be an activity authorized to perform SUBSAFE work as identified in NAVSEANOTE 5000 as Retractable Bow Plane (RBP) inspection and repair involves SUBSAFE components and work. - Contractor must have facilities to accommodate the intricate machining and repair of large precision components such as bow planes and associated components. - Contractor must be capable of performing weld repairs to Ferralium, Inconel overlay and HY-100 materials. - Contractor must be capable of performing various Non-Destructive Test methods (RT, UT, MT, PT and VT) (Reference document NAVSEA Technical Publication T9074-AS-GIB-010/271, Requirements for Non-Destructive Testing). - Contractor must have the capability to develop a procedure for the UT of the RBP Rails. - Contractor must be capable of performing painting with High Solids paint qualified to MIL-PRF-23236. The High Solids paint system must be applied in accordance with Maintenance Standard 6310-081-015 entitled "Submarine Preservation." - Contractor must have engineering capabilities familiar with submarine steering and diving systems/components to provide technically sound repairs and recommendations for repair.
