Description
The Defense Information Technology Contracting Organization (DITCO), Information Systems Services Division, P.O. Box 25857, Scott AFB IL 62225, intends to issue a sole source purchase order to the New York State Office of Cyber Security & Critical Infrastructure Coordination (OCSCIC), 30 Pearl Street, Albany, NY 12207. Because the work contemplated by this proposed contract is inherent to the Government, this contract must be with a State agency. This purchase order will facilitate the enrollment of all fifty states, the District of Columbia, U.S. territories, and Indian tribes into a Multi-State Information Sharing and Analysis Center (MS-ISAC) that is currently under development to facilitate cyber and critical infrastructure readiness and response information sharing in support of and the President?s National Strategy to Secure Cyberspace dated February 2003. Specific tasks to be performed include solicit all fifty states, the District of Columbia, territories and tribes as charter members, facilitate a process such that the Cyber Security contact in each State establishes a solid working relationship with their Homeland Security counterparts, maintain 7x24 contact information for each member, implement a broadcast messaging system that will utilize the 7x24 contact information to ensure access at all times including e-mail, voice, fax, paging and text messaging, operate a 7x24 Cyber Security Analysis Center to maintain awareness on the health of state networks and systems, report anomalous activities, receive and analyze cyber incident reports, and issue advisories to the members, establish formal reporting protocols with the Department of Homeland Security, leverage the collective resources of the members including subject matter expertise, best practices, lessons learned, policies, etc., and develop joint training programs that can be shared with members. The statutory authority for other than full and open competition is 10 USC 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements.
