- The US Army TACOM-Picatinny on behalf of the Project Manager, Combat Ammunition Systems (PM-CAS), intends to obtain on a sole source basis the services of Mr. James J. Pritchard, Denville, NJ (under the authority of FAR 6.302-1, avoidance of duplication of cost and unacceptable delays in fulfilling the agency?s requirements). Requirements: This effort shall provide lifecycle support services of a subject matter expert in the area of cannon artillery and mortar munitions to support various programs of PM-CAS. The contractor shall provide specialized support to provide all phases of the life cycles for the Advanced Conventional Artillery Ammunition Program (ACAAP), Excalibur and Precision Guided Mortar Munitions (PGMM) Programs and the Cannon Artillery Mortar Munitions (CAMM) IPT. This support will include subject matter expert evaluation of the Denel family of rounds to include production process mapping, tooling and equipment at both the contractor and subcontractor/supplier levels, producibility and economic comparisons with similar U.S. rounds. This evaluation will include application of Six Sigma and Lean Design principles as well as the responsibility for implementing an aggressive cost reduction plan, position papers, producibility studies, status reports, configuration management, written strategic reports and future systems planning on each program. The proposed requirement has an anticipated period of performance of 1 Year with a projected award in the 1st quarter FY05. This notice does not constitute a request for proposal and is not to be construed as a commitment by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. See Numbered Note 22.
