Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The associated North America Industry Classification System (NAICS) code is 315999 and the Business Size Standard is 500. The combined synopsis/solicitation number is W91ZLK-04-T-0802. Th e Government contemplates award of a firm-fixed price contract resulting from this combined synopsis/solicitation. The following is a list of contract line item numbers and items, quantities and units of measure. The following are the minimum salient chara cteristics for this equipment: CLIN 0001 - TyChem? SL Toxicological Agents Protective (TAP) apron. TYCHEM? SL APRON. The apron fabric is a four-layer co-extruded structure laminated to a polyolefin nonwoven substrate (Tyvek?). Tychem? SL is white pigment ed with a nominal thickness of 6 mils. All seams on the apron are stitched with polyester thread and covered with heat-sealed tape. The tape used in covering the seams is of similar composition as the films used in the base fabric and offers the same chem ical resistance as the fabric. SEE SPECIAL INSTRUCTIONS below, SIZE EXTRA SMALL, 6 DOZEN; CLIN 0002 - SIZE SMALL, 31 DOZEN; CLIN 0003- SIZE MEDIUM, 72 DOZEN; CLIN 0004 - SIZE LARGE, 148 DOZEN; CLIN 0005 - SIZE EXTRA LARGE, 147 DOZEN. SPECIAL INSTRUCTION S - Special Instructions: 1. Labeling. As a minimum, the nomenclature, contract number, date manufactured, lot number, manufacturer, and size shall be on a label attached to or legibly stamped on each apron and all packaging. In addition, at the contractors option, the label may bear the manufacturers trademark. 2. Traceability. Each apron must be traceable to its production lot and each production lot must be traceable to chemical test results that meet the requirements in TABLE I. 3. Certified Chemical Agent Testing. 3.1 T oxicological Agent Resistance. The apron material toxicological agent resistance shall meet the requirements specified in Table I. The sample size shall be in accordance with Table II. The sample shall be one linear yard cut from the free end of each ro ll. The sample shall be used for testing HD and GB resistance. TABLE I. Testing may be done at Edgewood Chemical Biological Center (ECBC). 3.3 Resistance to GB. Resistance to permeation by GB shall be determined as specified in method T-206 of MIL-STD-282. Eight test specimens shall be randomly selected across the width of the sample unit, but no specimen shall be taken within 2 inches fro m the selvage. Determinations shall be made on the heavy coated side of the cloth or on either side it the coating is equally distributed on both sides. If any specimen tested fails to meet the requirements of table I, the material shall be rejected. 3.4 Resistance to HD. Resistance to permeation by HD shall be determined as specified in method T-204 and T-209 of MIL-STD-282. Eight test specimens shall be randomly selected across the width of the sample unit, but no specimen shall be taken within 2 i nches from the selvage. The test specimens shall be divided equally between the me thods of test. Determinations shall be made on the heavy coated side of the cloth or on either side it the coating is equally distributed on both sides. If any specimen tested fails to meet the requirements of table I, the material shall be rejected. 4. Packaging. Aprons shall be individually folded and place in polybags (preferably resealable), labeling requirements apply. Twelve polybagged aprons of the same size shall be boxed, labeling requirements apply. 5. Shipping Instruction, Line Item 1-5 TyChem SL Aprons shall be shipped as indicated to the installation below. (THIS WILL BE PROVIDED AT TIME OF AWARD) Part numbers referenced are those of Fisher Scientific/Dupont. Acceptance shall be at Destination. Shipping shall be FOB DEST. Delivery shall be to the U.S.Aberdeen Proving Ground, MD 21010. The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation--Commercial Items applies to this acquisition; fill-ins in Paragraph (a) are Price and Past Performance and less important than price. Technical, past performance and price. Technical a nd past performance are of equal importance and when combined are significantly more important than price. The technical evaluation will be a determination as to equality of the product and shall be based on information furnished by the vendor. The governm ent is not responsible for locating or securing any information which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, dr awings, or other information) necessary for the government to determine whether the product meets the salient characteristics of the requirement. The government will award a contract to the offeror whose offer conforms to this solicitation and will be most advantageous to the government, price and other factors considered. The government reserves the right to make an award without discussions. A completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items, must b e provided with offers. The clause at 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition.
