Description
Non-Personal Services for Project Manager and Home Visitors in support of the Family Advocacy Program (FAP). The Armys New Parent Education and Support Program (NPESP) for expectant and new parents augments and expands the existing FAP. Services d elivery is accomplished through outreach to expectant/new parents and their families. Programs and services for expecting and new parents contribute to mission readiness, support family adaptation to military life and are designed to enhance the knowledge and skills families need to form healthy relationships and provide safe, nurturing environments for children. The services described in the SOW represent the Armys commitment to healthy family life and the prevention of family violence, and they meet th e requirements of the Family Advocacy Program (FAP), AR 608-18, 20 Oct 03. Qualification Requirements (extracted): All Standard HVs will hold either a BA or BS degree from an accredited U.S. university in the Social Sciences to include Social Work, Nursing, Marriage, Family and Child Counseling, Psychology, Sociology, Community or Public Health, Human Relations, or Behavioral Science in related fields. HV will have a minimum of two years experience working with individuals and families experiencing domestic violence, child abuse and neglect. HV shall provide support and practic al information to parents and teach appropriate skills for patenting to enhance abilities to nurture and care for infants and small children. This includes but is not limited to: play groups, parenting classes, support group meetings. Services DO NOT in clude home visits to clients with substantiated cases of abuse or those assessed for high risk of abuse. Contractor must be able to satisfy ALL German Government/ DOCPERS Office Status Of Forces Agreement (SOFA) prerequisites. The Contractor must include a transition and staffing plan that demonstrates how the Contractor proposes to ramp-up full strength oper ational staffing and capability required to execute the USAREUR Parent Education & Support Program before 30 September 2004.
