Description
The US Air Force is seeking partnerships with research laboratories capable of developing forensic laboratory analysis techniques and handling classified data for research and development purposes. Competitive laboratories shall have expertise in and be able to direct efforts toward the research and development of techniques in one or more of the following areas: 1) The production of repeatable high quality results from identification from trace environmental sources. 2) The recovery and culture of bacteriological organisms from trace environmental sources. 3) Aerosol sampler simulation test facilities and/or experience in wind tunnel operation, environmental chamber operation, and/or computer modeling capabilities. Prospective firms are encouraged to submit a capability summary that does not exceed 3 pages in length describing the firm?s expertise and related experience in meeting the requirements stated above. This announcement may or may not result in a contract award. This is NOT a request for proposal. Requests for additional information will not be accepted. Firms should indicate whether they are, or are not, a small business, a socially or economically disadvantaged business, a woman owned business, a historically black college or university, or minority institution. For small business, the general definition used to determine whether your firm is small is as follows: ?A small business concern is a concern that is independently owned and operated, is not dominant in the field of operation in which it is bidding on government contracts and with its affiliates, the number of employees does not exceed 500 persons.? NAICS code 541710 applies. The Air Force reserves the right to consider a small business set-aside based upon the responses hereto. All respondents shall include their assigned Commercial and Government Entity (CAGE) Code for the applicable facility and stage facility that would safeguard any classified data supplied by the Government. Respondents are further requested to indicate their status as a foreign-owned/foreign-controlled firm and any contemplated use of foreign national employees on this effort. Due to the nature of this potential effort, no foreign country sources will be considered.
