- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in far Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This acquisition is issued as a Request for Quote (RFQ). The solicitation number is HSCG40-04-Q-722003 . The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-27). This is 100% Set-Aside for HUBZone. The associated North America Industry Classification System (NAICS) Code is 56291 and the business size standard is $12.0. THERE WILL BE A MANDATORY ONE TIME SITE VISIT ON 29 September 2004 AT 3:00 PM at FT TRUMBLE, NEW LONDON, CT.. Contractor shall quote as one (1) Job. The contract shall provide high pressure water jet blasting of various compartments of the CGC Eagle. Contractor shall achieve a degree of cleaning equal to the NACE WJ-2 standard that is similar to SSPC SP-10 or neat white blast and areas not accessible or conducive to water blasting shall be power tool prepared to a conditions of SP-11 to provide 100% paint removal in the listed compartments. The compartments listed contain lead paint on overhead and shell surfaces, therefore protective covering shall be used to protect the electrical control boxes, cabling, piping and any other interferences to prevent water damage and paint over spray contamination. The protective covering must be adequate for the ultra high pressure water blasting. The contractor shall filter all process water and dispose of all lead contaminants and process water and protective coverings. Contractor shall provide all services, personnel and equipment. Contractor shall comply with 29 CFR 1915(OSHA Shipyard Industry Standard). Contractor shall begin work at the U.S. Coast Guard YARD, 2401 Hawkins Point Road, Baltimore, MD 21226-5000 ON 27 OCTOBER 2004. The FOB point is Destination. The following Federal Acquisition Regulation (FAR) provisions and clauses apply: FAR 52.212-1 Instructions to Offerors-Commercial Items (Oct 2000), FAR 52.212-2 Evaluation-Commercial Items (Jan 1999)- award will be made to the Offeror proposing the best value to the Government considering technical capability, price, and past performance. All three factors are of equal valve. The specific evaluation criteria to be included in paragraph (a) of the provision are as follows: Technical, past performance and price. If technical and past performance is approximately equal price may then become important. The technical evaluation will be a determination as to equality of the product and shall be based on information furnished by the vendor. The government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal a list of equipment. Past performance will be evaluated based on recent relevant performance of the last two (2) years. Past performance will consider the ability to meeting delivery schedules of service/maintenance reputation. Offerors must include records of one recent sale and identify a point of contact from each by providing a name and telephone number. The government will award a contract to the offeror whose offer conforms to this solicitation and will be most advantageous to the government, price and other factors considered. The government reserves the right to make an award without discussions. Government will provide a source of water, compressed air, electrical power, and material handling services to load and unload Contractor machinery. The protective covering must be adequate for the ultra high pressure water blasting. The compartments with surface areas are as follows: WATER JET BLASTING OF VARIOUS COMPARTMENTS OF CGC EAGLE PR 214Y6134722003 Contractor services for ultra high-pressure of 36,000 to 40,000 PSI, water jet blasting various interior compartments of CGC EAGLE. Contractor shall achieve a degree of cleaning equal to the NACE WJ-2 standard that is similar to SSPC SP-10 or near white blast. The compartments listed below contain lead paint on overhead and shell surfaces. The Contractor shall filter all process water and dispose of all lead contaminants and process water. The decks do not contain lead paint. The following are the compartments with surface areas: 1. Crew?s/PO Berthing, 2-10-0-L/2-17-2-L includes deck, overhead, shell and bulkheads. 3600 SF 2. Crew?s Head, 1-10-1-L includes deck, overhead, shell and bulkheads. 1500 SF 3. Scullery, 1-41-0-Q includes deck, overhead, shell and bulkheads. 1300 SF NOTES AND REQUIREMENTS: 1. Contractor shall remove all coatings from the surface area described to achieve a visual surface condition of WJ-2. Areas not accessible or conducive to water blasting shall be power tool prepared to a condition of SP-11 to provide 100% paint removal in the listed compartments. It is estimated that 10-15% of the total surface area shall require power tool preparation. 2. The Contractor shall provide all services, management, planning, supervision, personnel, vacuum trucks, containment materials, uhp water pumps, etc. to satisfy the requirements set forth in this Statement of Work. On site supervisors of the water-blasting Contractor shall have at a minimum, 12 months of interior marine paint removal and paint application experience. Documentation of supervisor experience shall be provided to the Government upon request. The Contractor shall have personnel experienced in the repair and maintenance of the uhp water pumps and vacuum trucks. 3. Contractor is required to follow 29 CFR 1915(OSHA Shipyard Industry Standard) while performing work at the Coast Guard YARD. The Contractor shall make their employees aware of the dangers from blasting, painting, welding, movement of materials by cranes and working from heights. The Contractor must have an Occupational and Health and Safety program addressing the requirements as it relates to hydroblasting, lead removal and painting. The Contractor must provide personal protective equipment for their employees. Failure of the Contractor to comply with the above requirements could result in a shutdown of operations. 4. Contractor shall perform QA testing of water blasted surfaces IAW MLCA Standard Specification 6300-STD, 2001 edition. Results shall be submitted to the EAGLE ship superintendent using the forms supplied in the MLCA spec. 5. Contractor shall provide and apply a primer coat to all prepared surfaces with a high build epoxy as cited in MLCA Standard Specification 6300_STD, 2001 edition. Stripe coating after application of first coat is required per the MLCA specification. Contractor shall obtain approval from the contract COTR before purchase and application of primer paint. Wet film thickness and dry film thickness readings are required to verify correct application. 6. Contractor shall install containment to capture 100% of process water, paint and solids during blasting operations. Because of the lead paint, the Contractor shall ensure each blasting area is secure and prevent contamination from entering adjacent compartments. The Contractor shall ensure that the containment area is vacuumed on an ongoing basis, and at the end of each workday. Paint chips must be swept and collected as an ongoing process and disposed of as hazardous waste. 7. Contractor shall filter and separate paint and solids from process water to permit disposal of paints and solids in 55-gallon drums. The Contractor shall dispose of all water and waste. The disposal facilities must have a permit to treat the water and dispose of all waste. 8. The Contractor is required to provide storage tanks for process water. The storage tanks shall be marked as containing ?non-potable water?. 9. Contractor shall coordinate all work requirements with vessel project manager and contracting officer?s technical representative (COTR). 10. Contractor shall begin work on or about 10/27/04, within 2 days of notification by the Contracting Officer. The vessel will be dockside at the Coast Guard Yard beginning on or about 10-6-04. 11. The Government shall provide a source of water for Contractor machinery. 12. The Government shall provide a source of compressed air for Contractor machinery. 13. The Government shall provide electrical power for Contractor machinery. 14. The Contractor shall provide pump and storage tank for filtered process water. 15. The Government shall provide material handling services to load and unload Contractor machinery and for the set up of equipment. 16. The Government shall inspect all work to ensure compliance with the requirements set forth in this Statement of Work and other applicable specifications. 17. The YARD?s normal working hours are from 7:00 am to 3:30 pm. To maintain the schedule provided by the Contractor, work may be required during weekends and outside the normal operating hours at no additional cost to the Government. 18. The Coast Guard YARD shall attempt to remove most interferences from the compartments to be blasted, however all interferences cannot be removed. The interferences remaining may include electrical control boxes, cabling, piping, etc. The Contractor shall provide and install protective covering around such interferences to prevent water damage and paint over spray contamination. It is the responsibility of the Contractor to ensure all protective covering is adequate for for ultra high pressure water blasting. When the work is complete, the Contractor shall dispose of all protective covering.
