Description
Amendment 0001: This amendment is being issued to provide additional information pertinent to Solicitation Number DG133W-04-RQ-0296 and to schedule a Site Visit for interested parties on Tuesday, September 21, 2004 at 9:30 a.m. at 1325 East West Highway, SSMC2, Silver Spring, MD, 20910. It is requested that all interested parties e-mail the purchasing agent, Dena.M.Gilmour@NOAA.gov, of their interest in attending by September 20, 2004. The Service Contract Act, Wage Determination No. 1994-2104, Revision No. 23 dated 06/11/2004 applies to this procurement. High quality booted Category 6 patch cables, cable management and Velcro wraps are to be provided by the contractor. The contractor will need to provide cable management panels, some vertical and some horizontal. The contractor will be required to salvage existing materials as specified by NOAA. All jacks on the patch panels are appropriately labeled. NOAA will provide a list of ports to be patched and also a mapping of the ports on the data switches. Labeling of different secure LAN segments will be used, with NOAA providing color for ports. There is one telecommunications closet per floor for a total of 16 wiring closets, arranged in a single riser. Floor plans are not available. The completion date may be proposed by the contractor but should take no longer than 16 weekends. Pursuant to FAR part 12, Acquisition of Commercial Items, this will be awarded as a firm fixed price procurement. (Closes Amendment 0001.) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is DG133W-04-RQ-0296 and is a request for quotation (RFQ). The solicitation document incorporates Federal Acquisition Regulation (FAR) provisions and clauses in effect as of the date of this solicitation. This is a small business set-aside. The North American Industry Classification System (NAICS) code is 517910, and the small business size standard is 12.5 million dollars. The National Weather Service Headquarters office, located at 1325 East West Highway (SSMC2) in Silver Spring, MD requires a contractor to provide all labor, tools, transportation and supervision necessary to install, clean up and provide support to aesthetically clean up telecommunications closets on floors three through eighteen (16 floors). There are approximately 200 stations per closet and Category 6 cable must be used throughout. Technicians can only perform these functions after hours, from 6:00 PM Friday evenings to 5:30 AM Monday mornings. Installation of cable management practices must be implemented. The Contractor will be responsible for providing an organized patching field in each closet with use of proper wire management devices and Velcro wraps. The final product will be logical and aesthetic organization of these closets serving to facilitate future additions and processes. The concentration will be from the switches to the patch panel in each closet. Labels and color coordination will be used where applicable. The Contractor will also be responsible for removing debris that may accumulate during the project. FAR Provision No. 52.212-2 Evaluation-Commercial Items, applies to this solicitation. Any award made from this RFQ will be made on a best value basis taking into account technical merit and price. Technical merit is more important than price in making the award selection. In determining the technical merit of each quote, the Government will consider (a) the offeror’s proposed Technical Approach and (b) the offeror’s past performance. In assessing the offeror’s past performance, the Government may contact one or more of the references identified by the offeror. All quotes submitted in response to this RFQ shall include: 1)The offeror’s technical approach describing how they will perform this project. 2) The names and telephone numbers of at least three references for similar work they have performed. 3) A fully completed copy of Representations and Certifications, FAR 52.212-3. FAR Clauses 52.212-4 and 52.212-5 (with appropriate blanks checked)apply to this procurement. There are no additional terms or conditions applicable. Quotations are due by 12:00 PM, Eastern Daylight Time on September 24, 2004 and may be submitted by fax to the attention of Dena Mikulak Gilmour at Fax No. 301-713-0808 or by e-mail to Dena.M.Gilmour@noaa.gov.
