- The U.S. Army ARDEC at Picatinny Arsenal, New Jersey has a requirement for the specialty services as listed herein. The Government intends to solicit and negotiate on a sole source basis with Integrated Production Systems, Inc., of Grand Prairie, TX for the following unique services as follows: To sustain typical operations and current mission requirements, it is necessary that a contract be awarded to insure that the continuation of effective and efficient maintenance and repair personnel are in place. It shall be the contractor?s responsibility to safely and expeditiously disassemble, modify, and reinstall all specialty equipment in the Energetics Loading Facilities at the Industrial Plant Equipment (IPE) site located on Picatinny Arsenal. The period of performance for this contract is two years from the date of contract award. The contractor shall provide all necessary labor, parts, tools, test equipment and transportation as required for the completion of the services requested. Services to be performed will entail repair, adjustment, parts, maintenance supplies, disassembly and assembly, utility connects and disconnects associated with the IPE to include electrical, electronic, mechanical, hydraulic and pneumatic components and systems applicable to the specific unique equipment. Utility connects and disconnects will be from existing primary shop sources. On-going and planned shop equipment consolidation, reorganization, replacement and supplementation will require the contractor to perform and coordinate any necessary rigging services with the disconnection or connection of utilities. All services shall be provided in a timely manner, yet shall not impact the on going operations being conducted on site of IPE. The contractor shall be required to work between 1700 and 0600 hours, Monday through Friday depending on the operation schedule. This work must be coordinated with the Security Personnel at Picatinny Arsenal. Any contractor modification/addition, which impacts existing operational systems (i.e. air scrubber recovery tank, molten energetic lines) must receive prior approvals before proceeding based on advance written notification. Services shall be performed only by competent, experienced and qualified personnel. Resumes shall be provided upon request. The contractor shall use only new standard parts or parts under warranty equivalent to new unless prior approval is granted by the proper authorities. All parts purchased by the contractor shall be guaranteed by the manufacturer?s warranty to be free from defects for a period of one year from the date of installation. All parts used must be intrinsically safe and meet 100% of the criteria above. The contractor shall repair and upgrade the following specific explosives handling equipment listed below. 10-gallon Explosives Melt Kettle 25-gallon Explosives Melt Kettle 50-gallon Explosives Melt Kettle 75-gallon Explosives Melt Kettle 150-gallon Explosives Melt Kettle Explosives Screener Safeline Explosives Inspection System 4-Nozzle Explosives Pour Machine 16-Nozzle Explosives Pour Machine Metal Parts Preheat Oven M107/M795 HE Projectile Cooling Oven Rotoclone Sandvick Explosives Belt Flaker Explosives Grid Melter HE Projectile Steam Heated Autoclave Solids Flow Weigh Loss Explosive Flake Feeder High Speed Deluge System Brabender Explosive Service Rated Screw Feeder Explosives Injection Loading System Sihi Model Lima-20 Vacuum Pumps The contractor shall also provide emergency maintenance and repair service for a broad range of ancillary IPE including, but not limited to, explosion proof motors. All work that is done must be in compliance with the following safety references: DA PAM, Ammunition and Explosive Safety Standards; AMC-R 385-100 Safety Manual, 29 CFR 1910 Code of Federal Regulations, (385-64) DA PAM: Ammunition and Explosive Safety Standards. Safety permits will be required and obtained before repair services are performed. All repair work must be coordinated with the Safety Office of Picatinny Arsenal. The contractor shall report (DI-SAFT-81563) immediately any major accident/incident (including fire) resulting in any one or more of the following: causing one or more fatalities or one or more disabling injuries; damage of government property exceeding $10,000; affecting program planning or production schedules; degrading the safety of equipment under contract, such that personal injury or property damage may be involved; identifying a potential hazard requiring corrective action. The contractor shall prepare the report IAW DI-SAFT-81563 for each incident IAW the CDRL. The repairs and maintenance performed shall be completed to 100% of the effort as specified. The IPE site personnel will perform inspections to ensure that each goal is met. In the event the contractor does work unsatisfactorily they will redo the work at their own expense until the job is complete. If the contractor is negligent and damages equipment and/or facilities they will make the appropriate reparations at their own expense. This notice of intent is not a request for competitive proposals. See Numbered Note 22.
