Description
This is a combined synopsis/solicitation for commercial services, prepared in accordance with the format in FAR Subpart 12.6, and supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Q uotes are requested; however, a written solicitation will not be issued. Solicitation number W911S8-04-T-0070 is applicable and is issued as a request for quotations. The solicitation and incorporated provisions and clauses are those in effect through Fede ral Acquisition Circular 2001-15. The requirement is small business set-aside with a NAICS Code of 811111, and size standard of $5m. The description of the commercial services is as follows: CLIN 0001: repair, prime and paint M1918 caisson and wheels; CL IN 0002: repair, prime and paint M1918 limber and wheels: CLIN 0003: repair, prime and paint M15A1 half track; CLIN 0004: repair, prime and paint M3 half track; CLIN 0005: repair, prime and paint M1918 howitzer: CLIN 0006: repair, prime and paint M4 Sherma n tank: CLIN 0007: repair, prime and paint M3 Stuart tank. Repair of historical military vehicles and weapons in the museums outdoor collection includes sandblasting and minor surface repairs in preparation for priming and painting. Primer and surface pai nt shall be selected for longevity as well as correct color and shade in accordance with guidance from the military museum point of contact. The M1918 Caisson and M1918 Limber include repair of the wooden wheels of each item. All items shall be painted on- site in accordance with applicable environmental rules and regulations. Vendors shall email technical inquiries to Mark A. Erickson at Mark.a.erickson@lewis.army.com. Any award resulting from this request for quotations will be made using SF1449, to the s uccessful, responsive and responsible quoter. Quotes will be evaluated on a Best Buy factor. FAR Provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. An addendum to this provision is applicable in which the term offe ror, wherever it appears, shall be replaced by the term quoter. Quoters are required to submit completed copies of the provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, and DFAR 252.212-7000, Offeror Representations a nd Certifications-Commercial Items, with their quotes. FAR clause 52.212-4, Contract Terms and Conditions, applies to this acquisition and does not include any addenda. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Ex ecutive Orders-Commercial Items, applies to this acquisition. The following clauses within 52.212-5(b) are applicable to this acquisition: 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, and 52.232-33, 52.222-41, and 52.222-42. FAR clauses 52.111-4004, Electronic Commerce, 52.111-4127, Vehicle Information, and 52.237-2, Protection of Government Buildings, Equipment and Vegetation are also applicable.
