- This is a combined synopsis/solicitation for a purchase order for carpet installation services and carpet tile for Offutt AFB, Nebraska prepared in accordance with the format in Federal Acquisition Regulation, Part 12. This announcement constitutes the only solicitation; quotations are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. This procurement is 100% set aside for small business. The North American Industry Classification System (NAICS) code is 238330. The small business size standard is $12.0M. Services shall include removal and installation of carpet in Bldg 499 and removal and installation of Contractor provided carpet tiles in Bldg 597 per the Statement of Work below. Department of Labor Service Wage Determination No. 94-2325, Revision 28 is applicable to this acquisition. All work shall comply with Engineering Technical Letter (ETL) 03-3: Air Force Carpet Standard, dated 16 Apr 03. This letter and the floor plans for buildings 499 and 597 could not be posted due to their format?if you desire a copy, please contact Stacy Mazurek by e-mail at stacy.mazurek@offutt.af.mil. The vendor shall furnish all personnel, equipment, tools, materials, supervision and other items or services necessary to perform tasks as described below. Award will be based on price alone. No partial quotes will be considered. STATEMENT OF WORK?REPLACE CARPET, BLDGS 499 and 597. 1. Scope: Contractor shall provide all labor, tools and equipment to perform the following: Replace carpet, Bldg 499 includes: Remove approximately 1,500 SY of carpet. Dispose of removed carpet properly at an off-base site. Install carpet. (Government-furnished 6' roll carpet with composite backing by glue-down method. Adhesive furnished by Contractor.) Replace Carpet, Bldg 597 includes: Remove approximately 660 SY of carpet. Dispose of removed carpet properly at an off-base site. Install carpet tile by glue-down method. (Contractor provided 18? X 18? carpet tile per specifications below. Adhesive furnished by Contractor.) Install approximately 450 linear feet of 9? border. (Government-furnished border.) Install approximately 54 linear feet of vinyl door trim. (Government-furnished trim.) 2. Carpet Tile for Bldg 597 shall be 18? X 18? and meet the specifications of the following brand (brand name or equal): Mfg: Collins and Aikman (C&A) Floorcovering; Luminaire II ER3 Modular Tile; Product Style: 00122; Product Color: 96006. Contractor shall submit product data with a color sample of the carpet tile for Government review. The Contractor should not order the carpet tile before receiving approval from the Contracting Officer. 3. All work will be in accordance with Engineering Technical Letter (ETL) 03-3, dated Apr 16 2003. 4. The work locations are in a restricted area. Contractors working in these areas will have military escorts. The contractor must be registered in the Central Contractor Registration (CCR) prior to award. If not already registered in CCR, go to www.ccr.gov to register prior to submitting a quote. The contractor shall also ensure their CCR reflects the NAICS code indicated for this solicitation.
