- This is a combined synopsis solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This is a 100 per cent Small Business Set-Aside. This request for quote (RFQ) N00174-04-Q-0156 is the only written solicitation, which will be issued, unless amended. The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 18. The NAICS code 325120. Size standard 1,000. The offeror shall provide a firm fixed price offer F.O.B. Destination to Indian Head, Md. The Department of the Navy, Naval Surface Warfare Center Indian Head Division, intends to award a firm fixed priced purchase order for a base year and 4 one year options to a small business which meets the requirements of this solicitation at the lowest price. Solicitation Requirements: Carbon Dioxide (C02) Nonmedicinal 99.5 per cent pure to fill two 12,000 p! ound Tanks. The tanks are located at NSWC Indian Head Division, buildings 758 and 1448 in Indian Head Maryland. All deliveries shall be F.O.B. Destination, building 758 and 1448 in Indian Head Maryland. Delivery requirement is within 2 days of telephone call from the technical point of contact at NSWC Indian Head. This is an on-going requirement to fill the tanks as required not to exceed 107,000 lbs per year. Evaluation Criteria: Small Business ? This is a small business set-aside. Ability to provide up to 107,000 lbs per year of Carbon Dioxide (C02) Nonmedicinal 99.5 per cent pure for upto five years if all options are exercised. Ability to provide delivery within 2 days of telephone call from technical point of contact. Low Price Offeror?s Submission: Each Offeror?s quote must state their ability to meet all of the solicitation requirements such as the type of C02, delivery requirements, and the quantity that may be required. Each Offeror will quote must provide the fo! llowing pricing information: Per Price Pound for upto 107,000 lbs per year from date of award through one year. Per Price Pound for upto 107,000 lbs per year from date of exercise of Option I through one year. Per Price Pound for upto 107,000 lbs per year from date of exercise of Option II through one year. Per Price Pound for upto 107,000 lbs per year from date of exercise of Option III through one year. Per Price Pound for upto 107,000 lbs per year from date of exercise of Option IV through one year. The following FAR clauses are applicable to this acquisition: 52.212-1, 52.212-2, 52.212-3, 52.212-4 and 52.212-5, 52.219-6. Offerors must provide with their proposal a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (June 2003). The following DFAR clauses are applicable to this acquisition in regards to hazardous deliveries and are incorporated by reference in this solicitation: 252.223-7001, 252.223-7002 and 252.223-7003.
