Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Description: The U.S. Army, Fort Carson, Colorado intends to negotiate a sole source purchase order with Legacy Communications, Inc, Colorado Springs, CO for 1 each installation of radio equipment. This is a sole source procurement under the Simplified Acquisition Pro cedures, and Other Than Full and Open Competition (FAR 6.320-1). THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES, however; any firm that believes it can meet the requirements may give written notification to the Contracting Officer within two days fro m the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed above. Responses received will be evaluated, however, a determination by the Gove rnment not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the sole source negotiation. Responses are due COB 17 Se ptember 2004, 3:00(MST). Responses shall be submitted via e-mail to the following address: patricia.richmond@carson.army.mil. Telephone requests or inquiries will not be accepted. Statement of Work: 1. PURPOSE The purpose of this document is to describe the requirements for the installation of Motorola mobile radio equipment systems for various users on Fort Carson, CO. The radio systems are for Fire Dept, Range Control facilities and unit headquarters. 2. SCOPE OF WORK Services to be provided shall include: 1) Installation of mobiles in vehicles, mobiles in tower facilities, vehicle adapters, and desktop consolettes with remotes. 2) Installation in accordance with Motorola R56 standards. 3. BACKGROUNDS AND OBJECTIVE The Directorate of Information Management (DOIM) provides the base support trunked radio system, (BSTRS), for Fort Carson, CO and supported activities and locations. To accomplish this mission, the DOIM performs all radio programming and management functi ons for the radio system. This project is to install the remaining user equipment that is mobile and requires a professional install. The primary task is to install (29 each) trunk mount mobiles in a variety of vehicles, (15 each) dash mount mobiles in r ange towers, (17 each) desktop consolettes with (7) remotes in buildings, and (36 each) vehicle adapters into passenger vehicles. It is a Time and Labor type project. The intent is to initiate this SOW to obtain the quote for funds. The intent is to ins tall this equipment that will support the installation for the next ten- (10) years. 4. SPECIFICATIONS APPLICABLE STANDARDS The primary standard for the design and installation of the radios systems shall be in accordance with Motorola R56 standards and the furnished equipment installation documentation. All local codes and regulations shall be strictly observed. CONTRACTOR QUALIFICATIONS The Contractor shall provide the necessary personnel resources, materials, and equipment to fulfill the requirements of this contract. The Contractor shall have radio system specialists on staff who are properly trained in the installation, termination, and testing of Motorola mobile trunking equipment in accordance with equipment spec sheets and Motorola R56 standards. The contractor wi ll be an authorized Motorola agency to handle any required equipment warranty issues. The Contractor shall adhere to all OSHA and local safety regulation. 5. PROJECT OVERVIEW The installation of equipment will be on site at each designated units facility on Fort Carson and Pinon Canyon Maneuver Site. 6. RADIO EQUIPMENT INSTALLS The radio equipment installs consist of the following breakdown: 29 each trunk mount mobiles in a variety of vehicles, 15 each desktop mobiles in range towers, 17 each desktop consolettes with 7 remotes in buildings, and 36 each vehicle adapters into passenger vehicles. Six of the vehicle adapters will be at the Pinon Canyon Maneuve r Site 30 miles east of Trinidad, Colorado. Five of the mobiles will be installed in Fire Dept vehicles. All 24 volt vehicles have been equipped with 12 volt separation. GENERAL All government furnished radio equipment will be stored at the DOIM POC warehouse on Fort Carson. Coordination with the unit and place of install will be coordinated thru the DOIM POC. INSTALLATION DETAILS All equipment will be mounted and installed in accordance with equipment spec sheets and Motorola R56 standards. ADDITIONAL INFORMATION The government POC prior to the commencement of alternate work shall approve any changes to the installation design. The Contractor shall clean up all debris associated with the cable installation. CONTRACTOR PROVIDED EQUIPMENT The Contractor is responsible for providing: For the dash mount tower radio installs: wall mounts, mast for antennas, ground bars and ground cables. For the desktop consolettes: antenna mounts (either ballast or tripod), mast mounting hardware, ground bars and ground cable. For the consolette remotes: UL certified Category 6e cable, connectors, wall plates, conduit and junction boxes. All cabling shall be installed as individuality jacketed homeruns from the system junction box to the workstation area. Installed cable shall not be compressed, crimped, gouged, or stretched during installation. The cable manufacturers minimum bend radius shall be adhered to. Cable jackets sheaths and conductor insulation shall not be cut or damaged in anyway which would expose fiber or copper strands. Cable ties and cords must not be tightened to the point that strain is placed on the cable jacket. Over cinching can cause compression, deforming the cable. Cabling shall be protected from radiating energy devices, such as radio frequency transmitters and high amperage switches. A distance of 30 feet or greater is required per EIA/TIA 568-A. Cabling shall be installed at a distance of 36 inches (minimum) fro m fluorescent lighting fixtures. All cabling shall leave termination points utilizing appropriate cable ladders and cable troughs. Conduit installed above the ceiling and spanning an open area shall be supported at a 5-foot minimum interval. Conduits must be supported from building stru ctures and not be attached to suspend ceiling hangers. All cabling within office and work areas shall be concealed in appropriate Termination Boxes. Excess cabling shall be coiled and tied in identified or in a service loop pull boxes as applicable. No conduits shall be laid on a suspended ceiling under any circumstances. The Contractor shall clean up all debris associated with the cable installation. All cables shall be plenum rated (Teflon) to meet local fire and safety regulations. GOVERNMENT FURNISHED EQUIPMENT (GFE) The following equipment will be provided by the government for installation: 36 sets of the Motorola N2001-Vehicle Adapter kits to include microphone, speaker, RFPA, and 3.5db gain antenna. 29 sets of the Motorola Astro Spectra trunk mount mobiles, series D04QKF9SW5N, with all accessories, (six mobiles have a status head addition.) 15 sets of the Motorola Astro Spectra dash mount mobiles, series D04QKF9SW5N, with control station option for range towers, to include all accessories. An additional option of the 3 db gain omni antenna package for all 15 sets, RDE4484A. 16 sets of the Motorola Astro Spectra Desktop Consolette, L04QKH9PW9 with all accessories and a 3 db gain omni antenna package. Seven remotes included for install. 7. WORK AREAS/TELECOMMUNICATIONS OUTLETS Telecommunication outlets in offices and work areas shall be installe d in the following method: Wall mounted faceplates Each data terminated shall be one pair cable in an unkeyed, at the work area. All jacks shall be wired identically. Each Data jack shall be labeled with a unique station/jack number and color, e.g., all Data jacks shall be RED, etc. The modular patch panel at the IDF shall be labeled with the same unique number as the associated office wall plate. 8. TESTING Every install will be tested in accordance with Motorola R56 standards Testing shall be performed with all components in place. Results of each install test shall be provided as part of the project documentation. Test equipment used on the project shall have been recently calibrated (within past 6 months) and calibrations shall be traceable to the National Institute of Standards and Technology (NIST). 9. ACCEPTANCE The Contractor shall test the equipment installation and demonstrate that it is operational and meets specifications before final acceptance of the installation is made. All work is subject is visual and operational inspection prior to acceptance. 10. WARRANTY All provided hardware, and components, and workmanship shall be warranted for a period of one year or the duration of the OEMs warranty, whichever is longer. The warranty shall cover all materials and labor necessary to resolve any problems resulting fro m defects in materials or workmanship. The warranty period shall commence upon completion of the project and receipt of all documentation. 11. DESIGN REVIEW/COMPONENT SELECTION Prior to commencement of work, the Contractor shall provide a design and implementation plan for the project. This plan shall be subject to approval by the Government and shall be utilized by the Contractor to complete the installation. The design shall address the requirements specified in this document. Components and methods to be used in the project will be reviewed at this time. The design should include layouts of the entrance facility, telecommunications closet, and the computer room. Cable labeling and testing schemes will be finalized at this time. The outcome of the design review shall be an installation design, along with installation drawings and documents that will be used by the Contractor for the premise installation work. The DOIM Project Manager prior to starting the installation shall appro ve these documents. 12. SCHEDULING AND INSTALLATION HOURS OF WORK. The contractor will provide coverage at the specified government site during the following hours. Monday through Friday, 08:00 Am to 16:00 Pm. work week. All tours of duty are subject to change to meet workload requirements. Any variation from the above sc hedule will require POC approval prior to contractor performance. DURATION OF TASK The desired start date for this task is 15 October 2004 with an estimated end date of 15 December 2004. An orientation meeting between Agency, Contractor, and Project Manager is requiring on the start date of task. 13. COST ESTIMATES Cost estimates based on the specifications and requirements contained in this document shall be provided. Costs shall be broken out for the labor on individual types of installs, and parts required. 14. GOVERNMENT FURNISHED RESOURES The Contractor shall identify in the task proposal; the type, amount and time frame for any required government resources, including those listed below. The following resources will be provided by the government: The government will provide adequate space to accomplish vehicle installs. 15. DOCUMENTATION All provided documentation shall remain the sole property of the government and will be returned upon completion of the task The following documents shall be provided within 7 days of project completion: 1. Termination points on location of the remotes off the consolettes. 2. OEM documents for all components used in the project. . 16.
