Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Reference number F4SVP442310400 is issued as a request for proposal (RFP). This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2001-07. The applicable NAICS code for this requirement is 611620. The applicable size standard is $6M. Commerce Business Daily Note 1 applies to this requirement. The requirement is to provide an instructional skateboard camp for youth at 9 Air Force bases that have existing skateparks. STATEMENT OF WORK: The objective of the camp is to 1) provide children ages 10 to 16, an opportunity to learn through experience, the basic skills, newest techniques and safety measures of skateboarding and or rollerblading obstacles, and 2) conduct a basic education session for staff and volunteers in safety, liability basic start up and operational tips of a skate park. SPECIFICATIONS OF SERVICES: A. Conduct up to ten (10) Extreme Skateboard/Rollerblade camps at various Air Force base throughout the continental United States. Camps will be one week in length and be conducted in 4-hour daily sessions. Contractor will provide a lesson plan for a 4-hour daily class for each day of the week to include but not limited to, safety, equipment care/maintenance, basic fundamentals, and introduction to advanced skills. Lesson plans will accommodate the age and skill of the participants. Contractor will provide two instructors per class, youth staff is required to have a staff member present during each session to maintain a 1 to 9 ratio. Class size will not exceed 27 participants. Contractor must have a minimum of five years experience providing organized, safe, skateboarding instruction. Contractor must have a minimum of 10 years experience in association with skateboarding camps. Government to provide the location for ramps and obstacles for the camp. Government will be responsible for advertisement and the registration of the participants. Host base will pay the cost of lodging for on or off base accommodations based on lodging availability. B. Contractor to provide a training session to base staff and volunteers on the basics of operating a skate park. To include but not limited to information on: safety and liability; staffing; park design and maintenance. Contractor will provide each base with a reference guide including programming operations guide and daily lesson plans. LOCATIONS OF CAMPS: Holloman AFB, NM; Ellsworth AFB, SD; Dyess AFB, TX; Grand Forks AFB, ND; Fairchild AFB, WA; McGuire AFB, NJ; Keesler AFB, MS; Tyndall AFB, FL; Edwards AFB, CA. CONTRACTOR REQUIREMENTS: Provide liability insurance coverage of at least $1 million. Has the capability to conduct two camps simultaneously at different locations. Has the ability to communicate effectively with parents and youth. Perform and have on file an individual security check on each instructor conducted by a nationally recognized organization. Contractor is responsible for all cost pertaining to travel and meals. Contractor will be responsible to coordinate flights and ground travel.
