Description
The Food and Drug Administration intends to award a non-competitive contract to the Gallup Organization to conduct the Gallup Q12? Management System Survey. The Gallup Q12? Management System is a copyrighted survey process conducted only by the Gallup Organization. No other source exists that is able to conduct the Q12? survey and analyze its results. The FDA Management Council voted to conduct an Agency-wide survey in FY 2005 to assess employee engagement. The FDA Management Council concluded that the same survey, the Gallup Q12? Management System Survey, that was proven successful in the Office of the Commissioner in September 2003, and previously in the Center for Devices and Radiological Health, should be implemented Agency-wide. The Gallup Organization has a proven record of accomplishment in the Agency. The Gallup Q12? Management System provides everyone in the organization ? executives, managers, coaches, and associates ? with the information, tools, and coaching required for creating and sustaining a more engaged and productive culture. Each stage of the Gallup system encompasses ongoing consulting, measurement, and education that work in concert to drive positive outcomes. Gallup?s 12 questions (Q12?) measure employee engagement and link powerfully to relevant business outcomes, including retention, productivity, profitability, customer engagement and safety. Research shows that engaged employees, those who want meaningful work, a good manager, and the chance to work and grow using their unique strengths, are more productive, more committed and more likely to stay. The focus of the process is on identifying strengths that can be leveraged to improve productivity and employee engagement. This initiative supports the [Acting] Commissioner?s objective of building a Strong FDA.
