Description
The Naval Sea Systems Command intends to issue RFP N00024-04-R-2276 on a sole source basis to Northrop Grumman Ship Systems Avondale Operations P.O. Box 50280 New Orleans, LA 70150-0280 for the Design Engineering Services for Post delivery Availability (PDA) and Post Shakedown Availability (PSA) Planning Efforts for LPD 17 Class Ships. PDA and PSA encompasses all the manpower, support services, material, non-standard equipment and associated technical data and documents required to prepare for and accomplish the PDA/PSA. The work to be accomplished will be in support of PDA and PSA availabilities and will include only planning, engineering and procurement of long lead-time material in support of these availability periods. PDA is normally conducted in the building yard immediately following ship delivery for a 10-12 week period. PSA is normally accomplished within a period of approximately ten to sixteen weeks, depending on the size of the PSA Work Package (PSAWP).! It is scheduled between the time of ship custody transfer and the SCN Obligation and Work Limiting Date (OWLD). This solicitation will result in a modification to existing contract for LPD 21 Ship Construction (N00024-04-C-2204) to increase the scope of Line Item 0007 for the efforts described herein. Because NGSS is the only firm constructing LPD 17 Class ships, they are the only source with the requisite background, knowledge and experience required to perform these efforts. Therefore, NGSS is the only source being solicited. This announcement is to provide notice of subcontracting opportunities only. See Numbered Note 22*****
