- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. NOTICE TO OFFERORS: FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS ACQUISITION. NO AWARD WILL BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION EITHER BEFORE OR AFTER THE OFFER DUE DATE. Solicitation FA4620-04-Q-A070 is issued as a request for quote, utilizing Simplified Acquisition Procedures in Federal Acquisition Regulation (FAR) Part 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2001-24. NAICS Code is 333913. Small business size standard is 500. Unit Small Business Specialist is Ms. Marion Nelson (509) 247-4880; link to USAF Small Business, http://www.selltoairforce.org; link to SBA http://sba.gov: link to unit public information: http://www.fairchild.af.mil/lgcons. Fairchild AFB has a requirement for six oil-dispensing systems located in three different buildings. The Service Garage will have four dispensing systems with five 100-gallon tanks for 15/40, SAE 30, 10/40, SAE90, and 85/140. The Fire Station and Refueling will each have one oil dispensing system with five 100-gallon tanks to hold the same fluid as the Service Garage building. Each building will have a 400lb grease barrel. Each dispensing station will have a grease hose reel, reels for fluids and control handles for the media being pumped. The wasted oil system will have an air operated pump and hose that will be at each dispensing station. Each building will have a control master system, with low voltage wire tied to the tubing that services each station. Each station will have a keypad that when operated, will feedback to the present inventory and service computer. The contractor shall provide and install the appropriate valve flow meters and the computer program. A site visit will be held at 1400 on 16 Sep 04.
