Description
This is amendment 0003 to this solicitation. Further questions with answers are posted under this amendment. 29. Q: The contractor is being asked to ?provide analytical, technical, functional, administrative and management support to the GIG Operations Continuity Planning Office (GO52).? Would a Firm Fixed Price level of effort (LOE) offer for labor categories and hours be considered a legitimate FFP offer? A: The solicitation requires a Firm Fixed Price for each CLIN at the CLIN level for a one-year period of performance. 30. Q: Can our team get a copy of the current DISA Headquarters COOP plan, softcopy most desirable? A: The document is classified. Access to the plan is not required to respond to this solicitation. 31. Q: Request of list of ?DISA-wide? facilities, number of personnel (civilian, military and contractor), and a very brief description of the function(s) performed at each site. A: The information requested is classified. Access to the information is not required to respond to this solicition. 32. Q: Can we obtain a technical and functional description of the Dialogic Communicator?? A: The information can be found on the company?s website. 33. Q: ?Maintaining Emergency Relocation Group Data with a DISA approved format.? Is an Excel spread sheet format acceptable or is a relational database required for this data? A: DISA uses MS Word office products and a product that is interchangeable with that format is acceptable. 34. Q: Task 2.8 requires the contractor to assist with the ?installation of DISA procured assets at the alternate site(s)?. Approximately how many sites and what is their relative location to the NCR? A: The number of sites and their locations are classified. Most of the sites are with several hours driving of the NCR. 35. Q: Task 3 (optional) is for Alternate Site Management to include selection, design, renovation, capabilities upgrade, and maintenance oversight and operation of the site. How many sites are anticipated and what is the geographical relationship to headquarters. A: The exact number of sites is classified. The sites already exist and most of the sites are within driving distance of the NCR. 36. Q: Task 4 (Optional) Agency Element Support may require a wide variety of personnel skills and knowledge based on the situation. I propose we look as labor categories and specialties of personnel who can be applied to specific organizational functions. Examples are Program Management, Portfolio Management Oversight, Budget & Finance, Strategic Planning, Security Specialist (physical and IT). These subject matter experts will be available on the contract at a FFP based on their level of S&K, training and education, and experience level. Sample levels of expertise are Administrative Assistant (1&2), Management Consultant (1-4), Senior Management Consultant, Principal Management Consultant (1&2), Executive Management Consultant (1&2), Senior Executive Management Consultant. These are MOBIS labor categories and fit nicely into the description of the type of work that may be required. A description of how we would define the requirements and hire the right person for the position would be in order. Do you think this would be an acceptable approach for task 4? A: You may prepare your proposal however you like. The evaluation criteria of the proposals will be as stated in this solicitation. 37. Q: Do you want the past performance information signed? A: It is not required that the past performance information be signed. It is required that the proposal be signed, and that a scan of the signature be attached to the email submittal of the proposal.
